Research On Pluralistic Participation In Comprehensive Urban Governance In Jinjiang City

With the acceleration of urbanization,the city is becoming more and more diversified.The comprehensive urban governance mode of the government as a single management subject has not met the new needs of urban governance,the demand of the public that to participate in urban governance cannot be met.It has become the trend of the times to change the functions of the government,take the diversification of management subjects as the starting point,explore the mode of urban comprehensive governance with the participation of multiple subjects,and establish the interactive mechanism of urban comprehensive governance departments,other relevant government departments,news media,enterprises,social organizations and public participation.Jinjiang City has made some achievements in the exploration of multi-agent participation in urban comprehensive governance,but with the deepening of practice,many problems restricting the multi-agent participation in urban comprehensive governance in Jinjiang City are emerging.Based on synergy governance theory,ladder theory of public participation and the knowledge of regional and urban public management,this paper uses the methods of literature research,case analysis and field survey to analyze the effect of multiple subjects participating in comprehensive urban governance in Jinjiang,then concluded that there are many problems in Jinjiang city,such as the lack of multi governance concept,the difficulty of forming joint forces,the mere formality of participation and the low awareness of participation.The reasons for these problems are mainly due to the imperfect self-construction of urban comprehensive governance departments,the imperfection of the system and mechanism of participation,the imperfection of the security mechanism of participation,and the lack of the motivation of multi-agent participation.In view of the above problems,based on the management experience of Tokyo,Berlin,Hong Kong,Shanghai,this paper puts forward specific countermeasures and suggestions in combination with the actual situation of Jinjiang city,It mainly includes improving the construction of comprehensive law enforcement department of urban management,establishing an efficient coordination mechanism between the government departments,innovating the way of propaganda and supervision of news media,establishing a coordination and cooperation mechanism with clear division of labor with enterprises,and enhancing the awareness and ability of social organizations and public participation...
