Research On Urban Governance From The Perspective Of Plural Participation

The importance of city is self-evident. The idea of city governance is on the upgrade with the expansion of new public management movement. The fragile traditional city management functions are gradually highlighted by the facts that the expression of public rights is increasingly paid attention to, and the coordination and interaction of participants in city governance steadily appeals to own benefits. What is widely accepted is accelerating the construction of government ruled by law and service government and promoting the reform of the political and public interaction, social cooperation and corporate governance. The diversity and the flexibility of city management style are promoted by the transformation of government functions, the gradual advancement of administrative reform and the trend of multi-participation in city governance. In the perspective of practical work of traditional city management, there are many controversies and contradictions between city management and law enforcement agencies and their objects, which has restricted and impeded the healthy and sound city development. A lot of human and financial resources have been put into city management, but the gradually delicate administrative complications are still in existence. The city management is still a sensitive topic.The reason in this phenomenon is that public’s enthusiasm in participating in public affairs is increasingly improved with the arousal of rights consciousness, and public appeal to own benefits is increasingly risen since thirty years of reform and opening up, however, the hysteretic structural reform and the lack of response to call of the people’s livelihood always set the public in the opposite side of city management, and the lack of sound communication mechanism always leads to numerous contradictions and strained relationship between the two sides. The practices of city management in many cities are gradually transforming from extensive form to intensive and precise form and democracy and service form. According to the promulgation and implementation of Rules of Nanjing city Governance, the thesis analyzes the innovation of city management systems and mechanisms combined with the theories of multi-participation and co-governance, probes into city governance model corresponding to city development trend and the satisfaction of public benefits, and as well as thinks purposefully.
