Research On Multi-city Urban Governance Structure Under The Background Of Data Application

As a reform target,the "national governance system and modernization of governance capacity" was proposed by the party at the Third Plenary Session of the 18 th CPC Central Committee.As an important part of national governance,urban governance should also aim at modernizing its system and capabilities.The introduction of the urban governance system and the concept of capacity modernization means that there will be a new revolution in the urban governance structure.In recent years,emerging technologies represented by big data have been widely used in urban governance.It is an important topic of current research that how to use data technology to participate in urban governance,optimize urban governance structure,and improve urban governance capacity and system modernization.The main research methods during the process of this thesis are literature research and case analysis.In the process of searching and sorting out domestic and foreign research literatures,I found that there is a certain agreement among multi-center governance theory,social interaction theory,transaction cost theory and the research direction of my thesis.Based on this,I use these theories as the theoretical basis to explore the impact of data on governance subject,interaction of subjects' behavior,subjects' relationship and governance institution.The full text is divided into six parts: The first part is the introduction,which mainly introduces the background and significance of the research,meanwhile,summarizes the research situations of data at home and aboard on aspects such as specific application fields of data in urban governance,urban governance structure,and data application & urban governance structure.Also,it illustrates the research ideas,methods and the innovations and shortcomings that may occur during the research process.The second part defines the core concept and theoretical basis of the thesis and points out the research framework.The third part,according to the model in the research framework,analyzes an APP called “considerate urban manager”,which is a typical case that urban governance subject utilizes the openness and interaction of the data to govern the city.Through the analysis,it is found that data not only links the relevant subjects of the city and integrates the relevant subjects into the urban governance system,but also strengthens the interaction between the governance subjects and promotes the formation of new relationships.The fourth part,according to the model in the research framework,analyzes a prevail phenomenon “online car-hailing”,which is a typical case of urban governance subjects using information sharing to manage cities.According to the analysis,the “online car-hailing”,developed based on the sharing of data information,has formed a “force” to the government.The government has to integrate the “online car-hailing” platform and the citizens into the urban governance system,which constitutes a new urban governance structure.The fifth part summarizes the cases of the third chapter and the fourth chapter,and present the way of the multi-center urban governance structure worked in the context of data application—the process of network governance and data impact.The sixth part responds to the relationship between network governance and its relevant theories.Also,it puts forward the research conclusions,problems and suggestions of network governance.
