In 1950,China received the first batch of international students since the founding of the People's Republic of China,which marked the restart of China's modern international education.Polices and regulations regarding international education in China has been issued in succession,such as Regulations on Management of International Students in Chinese Higher Education Institutes,Regulations on Recruitment and Management of International Students and Standard of International Education Quality in Higher Education Institutes.With the guidance of these policies and regulations,great achievement has been made in China's international education.By now,China has become the world's third and Asia's first destination of studying abroad.However,certain problems still remain unsolved during the process of policy implementation,which restricts the further development of the international education in China.Based on the theories of policy implementation and higher education internationalization,by means of documentation study,research study and field study,and through collecting historical data of international education in China,this paper elaborates on the status quo of policy implementation in terms of student scale,scholarship management,administration model,admission and graduation assessment and recruitment promotion.This paper summarizes the major problems of enrollment management,teaching management and daily management in the implementation of the education policy for international students in Guangdong province.On this basis,some suggestions are put forward to improve the implementation of international education policies in China.From the government's perspective,this paper proposes the following five suggestions: international education publicity and promotion should be further boosted,and international education in China should be repositioned;China's international education policy system and the supporting policies should be further improved;recruitment promotion should be strengthened,and an international student information platform should be built as soon as possible;international education management should be standardized and non-teaching affairs in higher education institute should be further simplified;Guangdong Association for International Education Management should play a more active role and more theoretic researches should be organized in international education.From the perspective of universities and colleges,another four suggestions have been made: management mode inside higher education institutes should be improved,so is the professional capacity of management personnel;promotion of international education and enrollment in China should be strengthened,so that the scale of international students in China can be further expanded;in order to enhance the international competitiveness of China's higher education,special attention needs to be paid to education quality development;university staff should pay more attention to the daily management and psychological construction of international students in China.
