Since the rapid development of aircraft financing commercial activities in the middle and late last century,more and more new aircraft financing methods have emerged,aircraft rights holders have been diversified,and aircraft rights and obligations relationships have become increasingly complex.Owing to the natural mobility and international nature of aircraft,it is easy to cause a "separation of rights and possession" status.In order to give aircraft rights holders a better protection,and ensure the development of aircraft financing commercial activities,an effective aircraft rights registration and announcement system is necessary.Countries have also established and developed their own aircraft rights registration systems.China 's aircraft rights registration system was established by the “Civil Aviation Law” of 1995.After more than two decades of development,China 's aircraft rights registration system has been unable to adapt to aircraft financing practices.There are several issues need to be improved,such as the inconsistent of aircraft rights registration authorities,the narrow scope of aircraft rights registration items,The exclusion of the registration of aircraft equipment's rights,and the disputes over the scope of registration confrontation.Based on a comparative study of the aircraft rights registration systems in several civil aviation power nations which are typical of common law system or civil law system,it can summarize the characteristics of aircraft rights registration systems,and the shortcomings of China's.Therefore,several advices including unifying registration authority,expanding the scope of aircraft registration items,affirming aircraft liens,improving aircraft priority,implementing the registration of aircraft equipment rights,and limiting the scope of "third parties" can be concluded.
