Research On Performance Evaluation Of Chinese Provincial Government Based On Public Value

At the beginning of the 20 th century,the world's countries began the government performance appraisal campaign.The focus of government performance evaluation in different public administration periods was different.After the 1970 s,western countries experienced stagflation.In order to solve this problem,western countries have launched New Public Management movement which sticks to market orientation.New Public Management adheres to the economic orientation,pays attention to efficiency.Due to New Public Management's influence,“GDP”had become an important standard for measuring government performance in various countries in the world,even represented government performance to a certain extent.However,whether the level of “GDP” could represent the level of development of governments was questioned by all sectors of society.At the same time,the drawbacks of fragmentation and blind attention to the economy caused by the New Public Management movement had become increasingly apparent.Under this background,public governance theories represented by Holistic Governance and Public Value Management emerged.The birth of Public Value Management theory not only provided guidance for solving the social problems arising from the New Public Management movement,but also provided a new analytical perspective for building a diversified government performance evaluation index system and became the guiding ideology of government performance evaluation practice.This paper mainly uses literature research method,quantitative analysis method and comparative research method to construct an analytical framework based on Public Value Management theory to study the performance of Chinese provincial governments.Firstly,based on the systematic review of related literature this paper defines the concept of public value and government performance evaluation and introduces its main content.Secondly,based on the Public Value theory the article builds on the basis of the existing research of relevant scholars to establish an index system composed of five first-level indicators of economic value,political value,social value,cultural value,and ecological value,16second-level indicators which are used to evaluate the government performance of the top10 representative provinces in China.It points out the gaps among the provinces indifferent evaluation indicators and reveals their deep-level reasons.Finally,based on the above research results,Public Value theory is used as a guide to explore ways to improve the performance of provincial governments in China.
