From the Spring and Autumn period and the warring states period until the reform of the supervision system in recent years,the supervision system in all dynasties and historical periods has made unique provisions.From the establishment of independent remonstrance officials to the establishment of remonstrance institutions and the formation of remonstrance systems,from the simple to the complex,from the decentralization of supervisory power to the centralization under the imperial power and the improvement of the level of codification,the supervisory system constantly ADAPTS to the changes in social development and makes timely adjustments.Supervision system in China mainly embodied in the characteristics of independent setting,attached to the supreme imperial power supervisory authority for the effective protection of state power,the qualification of relatively strict supervisory officials and treatment is relatively low,supervisory system increasingly codified direction development,supervision and power the contrast between the phenomenon has become increasingly obvious,and so on.Its limitations are manifested in the unidirectionality of the running trajectory,the decreasing efficiency and so on.At present,there are some problems in the reform of supervision system,such as the internal limitation of extremely narrow coverage,the limitation of administrative supervision power relying too much on the power of discipline inspection commission,the insufficiency of supervision effectiveness,the power attribute of supervision power,the perfection of supervision system and the legitimacy of lien measures,which need further reflection and improvement.With reference to historical experience and lessons,we should ensure the independent operation of supervisory institutions,strengthen supervision and restriction on supervisory power,move toward formal rule of law,and strictly supervise the selection,appointment and assessment system of officials,so as to promote the integrity of the whole bureaucratic system.
