Research On The Government-enterprise Cooperation And Related Government Governance Under Industry 4.0

China is going to upgrade industry from a manufacturer of quantity to one of quality via "Industry 4.0".The national specific strategy which is called “Made in China2025” was formulated by the governments to adopt the whole world's industry trend.When proceeding this strategy,the government also plays an overall administrative role,provides coordination services for enterprises and expands its service horizontally.The enterprises which are key roles and practitioners of economic activities,implement the "Industry 4.0" strategy in different manners so to make themselves be powerful and competitive.The government strategy,policies and actions impact the development of the enterprise.On the other hand,the enterprise should seek the effective supports from government.This research intents to sort and summarize some useful experiences and recommendations for further government-enterprises cooperation at this beginning stage of Industry 4.0.This research is starting from analyzing the relevant stakeholder types and their real needs in the development process of Industry 4.0,studying the strategy,plans and actions from foreign countries and enterprises as well as domestic practices.This research also focuses on the achievement by local enterprises practices.Meanwhile,it is necessary to analyze the local government's public policy and the cooperation modes.The su43 essful experience and the weak area are investigated.The main standpoints in this research includes open thinking,improving government's work organization design and identifying clear functional roles,constructing Industry 4.0standards,formulating roadmaps,strengthening industrial policies,promoting advanced enterprises,promoting basic R&D and reforming education system,improving legal and policy protection,and preventing predicable unemployment etc..The recommendations are designed to help improve the government's ability of public administration in Industry 4.0,enhance the development kinetic energy of enterprises,and promote the healthy development of Industry 4.0.Studying the government-enterprise cooperation modes and public policies under Industry 4.0 will help us to have a clear and essential understanding of the development trend of manufacturing in advanced countries,and help us to take the initiative to meet the challenges and get learning.It will help us to learn the advanced views,ideas,and strategies.It will help us to learn advanced management concepts,to clarify the ways and methods of government-enterprise cooperation,to summarize experience,find problems,and propose reasonable measures for further improvement.It will also help government to improve the public policies,promote to get new management theories,and have reference to the government's own reforming.The investigation on Industry4.0 will help us achieve win-win results and thus further expand the positive influence of the government.
