In May 2014,the State Council issued the decision on accelerating the development of modern vocational education,which clearly put forward the principles of government promotion and market guidance,gave full play to the role of the government in ensuring the basic and promoting fairness,made efforts to create a system environment,formulated development plans,improved basic school running conditions,and strengthened standardized management,supervision and guidance.Since then,China has successively issued several opinions of the general office of the State Council on deepening the integration of industry and education,measures for promoting school enterprise cooperation in vocational schools,and national implementation plan for vocational education reform,all of which emphasize the important role of the government in promoting the integration of industry and education.With the continuous transformation of the government's functions,the government's functions in the development of school enterprise cooperation in vocational education have changed from the initial "leading" to the current "promoting",from the "diversified school running pattern" to the "cooperation mechanism implemented by the two main bodies of school enterprise";however,how to achieve a reasonable positioning in the cooperation between school and enterprise in vocational schools is to promote the cooperation between school and enterprise in Secondary Vocational Schools The key to success.This paper selects three secondary vocational schools in Langzhong City,Sichuan Province as the research object,analyzes the school enterprise cooperation mode and main results of the three secondary vocational schools,and finds that although the school enterprise cooperation in secondary vocational schools has made some achievements in improving the school running level,broadening employment channels,alleviating the "labor shortage" and promoting the group school running,there are also some outstanding problems,mainly school enterprises It is difficult to implement the cooperation policy in secondary vocational schools at county level.The level of school enterprise cooperation is relatively low.The enthusiasm of enterprises to participate in school enterprise cooperation is not high,the motivation of cooperation is not enough,the degree of fit between school enterprise cooperation in training talents and enterprise needs is not high,the transformation degree of school enterprise cooperation results is not high,and the development of support is weak.The main reason is that the local government and the competent education department in school enterprise In the processof cooperation,the function of "promotion" is absent,which is mainly manifested in the following aspects: the strength of implementing the measures of school enterprise cooperation is weakened layer by layer,the management function of school enterprise cooperation is not in place,the system and mechanism of promoting school enterprise cooperation is not perfect,and the effect of school enterprise cooperation is lack of supervision and management.This paper focuses on how the government performs the role of "promoter" in school enterprise cooperation of county secondary vocational schools,and puts forward that the local government should perform the functions of organization and leadership,communication and coordination,interest adjustment,service guarantee,supervision and evaluation,so as to find the right position and play a role in promoting school enterprise cooperation of county secondary vocational schools,and actively build school enterprise Cooperation platform,innovation of effective ways to implement the school enterprise cooperation policy,increase the support of school enterprise cooperation,establish and improve the supervision and evaluation mechanism of school enterprise cooperation,so as to integrate the development of government,school and enterprise.
