On July 9,2011,South Sudan formally declared its secession from the Republic of Sudan by the independence referendum,and established the Republic of South Sudan.The UN Security Council also immediately terminated the peacekeeping operations carried out by the UN Mission in the former Sudan.On July 8,2011,the UN Mission in South Sudan(UNMISS)was established by resolution 1996.However,the peacekeeping operations in South Sudan has gone through many twists since its inception.From “peace-building” in the initial peaceful environment to “peacekeeping”in the context of civil war,from the expected completion of peace-building mission in one rear to the repeated postponement of the peacekeeping operations due to the deteriorating situation in South Sudan.In seven years,it has experienced the main process of authorization,deployment,implementation and transformation of operation mode,which makes it undoubtedly a typical case of study of UNPKO.The thesis is divided in to five parts: the first chapter is an introduction.The second chapter aiming at the emergence of the crisis in South Sudan and the international intervention expounds the causes and effects of the crisis in South Sudan,the intervention of IGAD and the intervention of the UN.The third chapter discusses the background and implementation of UNPKO in South Sudan from three aspects: the establishment deployment and implementation of PKO in South Sudan.The fourth chapter analyzes of the UNPKO in South Sudan,it also summarizes and extracts three characteristics of PKO,which are the complexity of the environment,strong adaptability and some degree of innovation.At the same time,it summarizes the main achievement and challenges of PKO in South Sudan.The fifth chapter respectively puts forward my own thoughts and suggestions from the perspective of effective UNPKO in South Sudan and our armed forces' active participation in PKO in South Sudan.
