Poverty is still the roadblock on the pathway of every country's development in the world today,which needs to be solved,especially for most developing countries.And for China,great process has been made in poverty alleviation since the establishment.The mechanisms and the ways of poverty alleviation have been updated continuously and much more efforts have been stepped up when China entered into a new era,particularly after the general secretary Xi Jinping first put forward the strategy of how to tackle poverty precisely in 2013 when he visited Xiangxi in Hunan,indicating that the government has exerted its function effectively and the achievement has been remarkable.In 2018,poverty-stricken population was reduced by 13.8 million,getting close to the goal pointed out by the general secretary Xi JInping that “ the society will be lifted out of poverty and backwardness in 2020”.But through some researches and practice,it is far enough to overcome poverty only depending on the government at the present stage;moreover,the social forces are required urgently to go in for this work,so all walks of life should be encouraged to contribute to relieving the poverty actively.Currently,more and more researches on the social organizations participating in the rural poverty reduction have been carried out,revealing the plight and problems when they are involved.However,the focuses are more on the external environment of social organizations rather than on their internal factors.This article is divided into three parts:The first part is basic study,analyzing and sorting out the related research findings,the theories of organization and management,multiple governance theories and science of leadership theories,Through consulting relevant literature and field research,the present situation of Mianyang's social organizations participating in rural poverty alleviation work is summarized.Mianyang's social organizations have comprehensive poverty alleviation functions and targeted measures;they adopt four main support modes: industrial assistance mode,charitable donation mode,voluntary service mode and intellectual assistance mode;but there are also some problems in Mianyang's social organizations' participation in rural poverty alleviation work.For example,the operation funds are difficult to guarantee,the professional level of social organization staff is low,and the internal governance structure is not perfect.Based on the domestic and foreign research results,combined with the status quo of the rural poverty alleviation where social organizations in Mianyang City took part in,from which five kinds of internal factors affecting the job will be put together,that is,status of fund,human resources,credibility,independence and the capabilities of leaders in social organizations.The second part is positive research.From the specific actual circumstances,field studies and interviews have been conducted to 51 social organizations(up to July,2018,there were 71 social organizations to help the poor according to the statistics from the civil administration bureau)getting involved in rural poverty alleviation in Mianyang City.Mianyang City has adopted many forms,such as questionnaire and interview.Among them,2-3 staff members(including senior management,middle management,grass-roots staff)were surveyed by questionnaire,127 valid questionnaires were collected,the recovery rate was 86%,and 25 staff members were interviewed.In view of the large amount of data collected by the survey,this paper adopts the methods of multiple linear regression analysis and other statistical research.By constructing the multiple linear regression model of the ability of social organizations to participate in rural poverty alleviation,the data are analyzed in depth,and the main factors affecting the participation of social organizations in rural poverty alleviation and the linear relationship between the ability of social organizations to participate in rural poverty alleviation are obtained.The last part is conclusions and advice.The results show that there is an obvious linear correlation between the factors including status of fund,credibility and the competence of the leaders in social organizations and the anti-poverty work done by social organizations;Among them,the regression coefficient of the amount of funds raised by the organization is 0.138,the regression coefficient of whether the funds meet the daily work needs is 0.335,the regression coefficient of the credibility of the organization is 0.393,and the regression coefficient of the leader's educational background is 0.155.Therefore,there is a positive linear correlation between the financial status,credibility and leadership ability of social organizations and the ability of social organizations to participate in poverty alleviation in rural areas.The regression coefficient of the credibility of the organization has the greatest impact on the ability of social organizations to participate in poverty alleviation in rural areas.Secondly,the human resource status of social organizations is also an important factor affecting their ability to participate in poverty alleviation in rural areas.This paper will make up the weakness in the existing researches,it is of theoretical and practical meanings for social organizations when it comes to how to participate in the rural poverty alleviation actively and how to level up the effectiveness.Concrete policy proposals are that the volunteerism of workers in social organizations should be strengthened,internal management structure should be improved,the credibility of social organizations should be enhanced,the abilities of the leaders should be cultivated and the fund should be guaranteed.
