Under-14-year-old minors endanger social events,leading to a dispute over whether the age of criminal responsibility has been lowered.The age of criminal responsibility is usually established on the basis of the laws of physical and mental development of adolescents,the status of minors endangering society,the inheritance of a country 's historical legislation,and beneficial foreign experience.The view of lowering the age limit of criminal responsibility ignores the reality that our young minors endanger the society and the fact that the minors develop physically and mentally,ignores the diversification of the causes of crime,and lowers the age limit of criminal responsibility will include more minors in criminal justice The scope of this has caused problems such as their labeling and difficulties in social adaptation.Therefore,it is unreasonable to advocate a reduction in the age of criminal responsibility.China should continue to maintain the 14-year-old criminal responsibility starting point established by the Criminal Law.Taking the age of 14 as the starting point of the age of criminal responsibility in China is a consistent consensus in China,which is the requirement of the restraint and stability of the criminal law,and is also the embodiment of the criminal policy of leniency for minors in China.Of course,in order to reduce the occurrence of harm to social behavior of young minors,while maintaining the current starting point of criminal responsibility,intensive education should be used as an important supplement.Through strengthening mental health education and moral education,promoting their mental health and personality improvement,and strengthening their recognition of social rules.
