Research On The Strengthening Of Public Welfare Function Of Lianyungang Metrological Verification And Testing Center

Measurement widely exists in all aspects of the development of human society.It not only has a significant influence on the daily lives of the people,but also guarantees the development of production and trade and the advancement of science and technology.It has a very crucial role in the socialist modernization of China in the new era.Lianyungang is located in the coastal area of East Capital of China,there are many petroleum,chemical,pharmaceutical and other companies in its region,and there are numerous measuring instruments related to legal measurement management.Lianyungang Metrological Verification and Testing Center is the only legal metrological verification institution in Lianyungang,the performance of its public welfare function is directly related to the accuracy of regional value transmission and the effectiveness of legal measurement management.With the amendment of the "Measurement Law" and the promulgation of the new "List of Measuring Instruments for Compulsory Management",how to transform functions,enhance technical capabilities,and strengthen public welfare attributes in the wave of reform of public institutions is the problem of the Lianyungang Metrological Verification and Testing Center that should be solved urgently.Based on a review of the development history and analysis of the current status of exerting public welfare functions of Lianyungang Metrological Verification and Testing Center,this article finds that Lianyungang Metrological Verification and Testing Center has related problems such as "fuzzy functional positioning,small scope of mandatory verification business,backward construction of public measurement standards,weak capacity building of CNAS calibration projects and lack of service awareness" in the process of exerting public welfare functions.Further research finds that "administrative management system,insufficient financial input and uneven level of professional and technical personnel" are the root causes of the above problems in the Lianyungang Metrological Verification and Testing Center in exerting public welfare functions.For the problems of Lianyungang Metrological Verification and Testing Center in exerting public welfare functions,this paper draws on the advanced experience of foreign and domestic statutory metrological verification agencies in exerting public welfare functions,and combines the actual status of Lianyungang Metrological Verification and Testing Center in the public welfare functions,and finds that to strengthen the public welfare functions of Lianyungang Metrological Verification and Testing Center Integrally,it can be started from the following aspects: First of all,perform the center functions and expand the field of public welfare metrological verification and testing;secondly,consolidate the foundation and improve public welfare capabilities;and then,strengthen measurement publicity and popularization Measure knowledge;Finally,innovate service methods and improve service levels.
