Research On Legislative Capacity Building Of Shaoyang People's Congress

At present,China's cities divided into districts have enjoyed local legislative power,and the municipal people's Congress divided into districts is the subject of local legislative power exercise.The level of its legislative capacity is related to the quality of local legislation.It is an important part of the modernization of local governance to strengthen the legislative capacity of the people's congresses divided into districts.The capacity of formal legislation is the reality of the exercise of local legislative power by districted cities,which includes three elements of legislative body,legislative procedure and legislative form.The substantive legislative capacity is the potential of the districted city to exercise the local legislative power,which mainly includes the quality of the legislative members and the legislative technology.Taking the legislative capacity building of Shaoyang People's Congress as a sample,through obtaining first-hand research materials such as survey data,this paper observed the current situation of legislative capacity building of Shaoyang People's Congress from point to point,analyzed the deficiencies of the legislative capacity building of Shaoyang People's Congress,and proposed effective ways to strengthen the legislative capacity building of Shaoyang People's Congress.Through in-depth investigations,it is found that since Shaoyang obtained the local legislative power,the Shaoyang People's Congress has continuously strengthened its own legislative capacity building,and also introduced some legislative achievements,which to a certain extent meet the legislative needs of the public,but there are still deficiencies.Both form legislation the lack of capacity building,such as the process of legalizing local legislative procedures is slow,and the agenda of the Standing Committee meetings was not properly arranged,and the lack of substantial legislative capacity building,for example,the quality of the legislative team needs to be improved,and there is duplication of legislation and lack of risk prediction ability.The city's legislative capacity in the district needs to be further improved.Legislative capacity building of Shaoyang People's Congress,On the one hand,By speeding up the process of legalization of local legislative procedures and perfecting the system of early delivery of draft legislation to strengthen its capacity building in the form of legislation,on the other hand,by strengthening the construction of legislative personnel,improving the accountability mechanism and giving full play to the coordinating role ofNational People's Congress in legislation,we will strengthen the capacity building of its substantive legislation.
