In the current East Asian system,with its own advantages,the great powers have become one pole in the multipolar world.ASEAN,which is composed of small countries,holds a group to keep warm,bringing the new rising powers to the stage of Southeast Asian powers.Through the implementation of the strategy of "great power balance",ASEAN has gained a voice in the international affairs of Southeast Asia and has taken the position of regional leadership.Although Southeast Asia is known as the driver of the ASEAN Regional Forum,ASEAN does not have the status of capital peace and bargaining with big countries in terms of strength.The great powers just gather together in form,but there is no substantive cooperation.This paper discusses the dilemma and Countermeasures of ASEAN's "great power balance" strategy,in order to make ASEAN become a more effective multilateral cooperation institution in the short term and continue to play a leading role in the ASEAN Regional Forum.ASEAN can not only maintain its central position,but also make further contribution to the establishment of cooperative relations for the great powers.The strategic dilemma of ASEAN's "great power balance" refers to ASEAN's lack of ability or system to alleviate the problems inside and outside the region.The challenge it faces is not only that ASEAN countries should develop forward,but also the relationship between ASEAN and big powers should be adjusted through the establishment of corresponding effective systems and norms.Great powers should overcome mutual suspicion and adjust their own responsibilities and obligations in the region or the world.In a word,ASEAN not only needs to win respect by solving its internal and external problems,but also needs to properly handle its internal and external affairs to balance the interests of all parties.ASEAN needs to establish relevant and effective institutions and norms to promote and adjust relations between great powers,and continue to play a leading role in the ARF.As the driver of the ASEAN Regional Forum,Southeast Asia needs to take measures to solve its internal and external problems and maintain its central position.
