Research On The Organizational Logic And Governance Path Of Formalism Of Grass Roots Government

For a long time,formalism has become a serious obstacle in the process of national governance and modernization.Especially for the grassroots government at the interface between the public power of the state and the public,the dispersion of formalism has caused a more direct,wider,and deeper erosion of government authority and credibility.A sense of security causes more direct,broader,and deeper damage.The governance of formalism has always run through the various stages,aspects and links of the party and the country to promote the modernization process,especially since the 18 th National Congress of the Party,with the anti-"four winds" movement led by the suppression of formalism,And the implementation of a series of unconventional governance measures,the formalist style has been effectively contained.But it is undeniable that some new signs,new varieties and new forms of formalism have also appeared in grassroots governance.This shows that: on the one hand,the governance of formalism has the characteristics of long-term,complexity,and arduousness;on the other hand,it reminds us that we need to carry out the logical starting point,theoretical application,analytical framework,and deconstruction process in the traditional study of formalism.Re-examine and continuously optimize the governance path.First of all,in the context of the “prolonged cure” problem of the formalism of grass-roots governance,this study changes the micro-cutting research ideas of deconstructing formalism from the perspective of individual administrators on the basis of careful combing and commenting on existing research.From the mid-macro perspective of the neo-institutional histology,the legitimacy pressure is selected as the entry point and logical clue.It is assumed that the structural contradictions existing in the institutional environment have led to the "long-term cure" and "contrary upward trend" of the formalist style.Secondly,on the basis of redefining the concept of formalism,starting from the characteristics of my country's national governance,the study critically reconstructs the Weber's bureaucracy theory and the theory of organizational legitimacy to provide a theoretical basis that is consistent with my country's public administration practice.Based on this theory,the research focuses on building a set of analytical frameworks for formalism: starting from deconstructing the institutional environment in which formalism occurs,it is believed that the institutional tension of the task environment and the structural contradictions within the legal pressure chain together create legality The elasticdeformation of the sexual pressure chain;at the same time,governments at all levels,driven by organizational initiative,entered the field of multiple asymmetric games with the goal of improving the task environment.Failure of the game triggered the self-protection mechanism of the grassroots government-adaptation Decoupling,and the grassroots government will determine the degree of organizational decoupling based on the operational measurement of legality pressure;again,select X county and use the theoretical framework constructed to conduct formalism problems in the process of e-government construction.Empirical analysis to verify the fit of the theoretical explanatory power and practice of the constructed theoretical framework;Finally,according to the theoretical deconstruction and case test,for the institutional roots that cause formalism,it proposes the following: multi-agent interactive negotiation,intergovernmental balance of power and responsibility And a balanced governance model system based on system compatibility,with equal emphasis on incentives and constraints.
