Research On Formalism Governance Of Grassroots Government

The governance of formalism is an increasingly essential part of all public organisations.Formalism has been elevated to an unprecedented level of importance and focus since the 19 th National Congress of the Communist Party of China as the top of the "four winds" problem.Deepening the governance of grass-roots government formalism is an important breakthrough and component of the governance of formalism.In particular,the issue of formalism in grassroots government has received widespread attention from all sectors.Formalism in grassroots government is often characterised by a lack of responsibility,a top-down approach,a focus on form rather than content,and a concern for self-interest.In addition,it is widespread,utilitarian in its pursuit of short term effects,coping with the situation and being pressured to be reactive.Moreover,this can seriously damage the interests of the public,shake the foundations of governance,reduce administrative efficiency and waste public resources.The problem of formalism in grassroots government must be addressed with great importance! However,due to its concealment and difficulty in definition,formalism has brought a series of difficulties to the rectification work.governance has appeared difficulties in various dimensions such as efficiency,balance,cognition,system,culture and so on.how to break these governance difficulties and promote the formalism governance of grass-roots governments to open up a new situation has become an important issue of high concern to the party Committee,government and all sectors of society.Governance of grassroots government formalism must avoid falling into the misconception of formalism rectification to do the following,that is,to resolutely prevent the rectification of formalism to formalism,resolutely prevent the existence of formalism inertia,resolutely prevent the thought of leading cadres is still not enough attention and other outstanding issues,a comprehensive system of objective analysis of the administrative system,personal ability and quality,the concept of performance on the basis of the rectification work,grasp the "power and responsibility" "form and God" "up and down" the three pairs of relationships,in-depth rectification work.In this paper,the author holds that to further improve the formalism problem,we must adhere to the systematic planning,comprehensive management,from the publicity and education,strengthen supervision,improve the system and mechanism,strengthen the assessment and so on.First,we must strengthen the service consciousness,build a firm thought of only the people,wholeheartedly serve the people;Second,we should reconstruct the concept of responsibility,strict accountability,and establish and perfect the closed-loop mechanism of accountability,clarity,supervision,examination and accountability around the core of responsibility.Third,we need to pay attention to the demands of social interests,strengthen performance-oriented work,strengthen performance appraisal,give full play to the baton of appraisal,and put all major decisions and arrangements of the CPC Central Committee into practice,and put an end to making choices and making adaptations.Fourth,we need to strengthen oversight and discipline enforcement,and strictly enforce discipline and rules.We need to ensure that all acts that dare not,cannot,and do not dare are carried out together.We need to pay particular attention to the deterrence effect of daring.Fifth,we will improve our systems and mechanisms to address both the symptoms and root causes.We will continue to deepen reform,turn institutional advantages into efficiency in governance,and thoroughly remove the breeding ground for formalism.
