| The grid governance model has arisen as a new concept and a new tool for grassroots social governance as a result of the widespread use of information technology in all areas of social government.Nevertheless,in the actual grid governance operations,the flat organizational model has not served the objectives of the grassroots government and has not maximized grid governance’s efficacy,leading to a conflict between the flat organizational structure and the actual grid governance.This study concentrates on the usage of grid-based governance in town H in this context.The local government created its own physical organizational structure,consisting of "town grid centre-grid sub-centre-rural grid workstation-responsibility grid",which satisfies certain governance requirements by reintroducing the sector hierarchy.This has improved governance effectiveness even further.Therefore,based on the specific practice of H town,this paper attempts to distil the deep logic of the multi-layered organisational structure in grassroots grid-based governance through the organisational analysis framework,in order to better guide the development of the practice.The multi-layered organisational structure in the practice of grid-based governance in H-town has emerged from the following three-fold logic:(1)Organizational hierarchy is necessary as a technical means of contracting and better meeting the demands of refined governance in the context of technological capture because H-town grid service management center institutions are faced with an excessive number of governance responsibilities and large scale of governance;(2)multiple tiers operate as a means of departmental blame avoidance,providing vertical responsibility transmission,alliance of responsibility in the context of pressure-based institutions and expanded governance risks;(3)the grid is applied to specific rural fields,forming a field of interaction.One the one hand,the grid is actively entrenched in the specific rural setting,sparking multi-level realities,and the change of the rural governance situation implies new forms;on the other hand,the multi-level system of the grid reshapes the grassroots governance field in a sectional form,repairing the techniques of self-governance with the presence of the government.The three arguments listed above work together to provide sufficient justification and motivation for the multi-level governance behaviours in the grid. |
