Research On Information Resources Construction Of Digital Archives Of Government Agencies

With the rapid development of information technology,information is exploding,and information resources have become an important resource for mankind.At present,our country government is paying more and more attention to improving the quality and effectiveness of governmental affairs service.It emphasizes that by increasing the amount of government information disclosure,optimizing the quality of government information resources,increasing the disclosure of information resources,improving the level of government services and promoting the construction of government service systems to meet the needs of the people.And it provide high-quality,convenient and efficient services for the masses.The digital archives of government agencies is the information resource center of the agencies.Increasing the construction of information resources in the digital archives rooms of government agencies is an important prerequisite for making government information public and an effective way to improve the quality of government affairs services.The article is mainly divided into four parts.The first part analyzes the necessity and feasibility of the construction of digital archives information resources of government agencies.It is believed that the continuous advancement of the construction of the organization's digital archives,"Internet + government services",and the sharing of archives information resources make the construction of archives information resources urgent;in addition,the government policy support,the advancement of the organization's digital archives and the continuous improvement of information technology have provided good conditions for the construction of archives information resources.In the second part,on the basis of a general description of the investigation,the article focuses on the successful experience of information resources construction in the Digital Archives Office of Zhongshan Archives Bureau,Hunan Forestry Bureau and Xiangtan Natural Resources and Planning Bureau.The third part analyzes the problems existing in the construction of information resources of government agencies' digital archives,specifically: In the collection and archiving of electronic archives,there are problems of irregular collection format,incomplete or redundant collection content,unclear main body of responsibility,and differences in transfer.There are also some problems in terms of file information resource integration and sharing.for example,high requirements,high difficulty,single integration method,insufficient sharing power,insufficient sharing scope,and poor sharing effect;In terms of archive information resource security,the problem lies in the lack of laws and regulations,underdeveloped technology and scarce talent.In the fourth part,the article puts forward countermeasures and suggestions for the problems existing in the construction of the digital archive information resources of the government.such as improve the electronic file archiving system,clarify the archival file management responsibilities and carry out archive management training;raise the awareness of archive information integration,improve the archive information resource integration mechanism and establish special archive information resource database;establish and improve archive information resource sharing management mechanism,construct archive information resource sharing performance evaluation system and strengthen archive information service function of government affairs platform;Finally,it can help the construction of archival information resources by introducing emerging technologies such as cloud computing,big data,and blockchain.
