political role.Primary party organizations,such as rural areas,enterprises,schools,communities and social organizations,have become strong bulwark for propagating the party's political views,carrying out the party's important decisions and promoting the development of the cause of reform.At the same time to strengthen the party's grass-roots governance,leading cadres should mobilize and unite the masses.General secretary xi stressed that the fundamental nature of primary-level party organizations is political and their basic functions are political.Primary party organizations are political organizations rather than ordinary social organizations.Whether the political function plays well depends on the organizational ability.This is also an important standard to measure the construction of grassroots party organizations,but also the evaluation of functional effects.Therefore,we need to give top priority to political development at the community level and strengthen the political leadership of the CPC central committee over grassroots organizations in all areas of society.In 2017,China's rural population was 576 million,accounting for 41.48 percent.By 2020,China will have achieved a well-off society and lifted all people out of poverty.China has always been a big agricultural country,"agriculture,rural areas and farmers" has always been the top priority of the party and the country,whether China can successfully achieve the goal of a well-off society in an all-round way is closely related to the development of "agriculture,rural areas and farmers".The rural primary party organization is an indispensable part of the party's primary organization.In order to ensure the advanced governance ability of the rural grassroots party organizations,we must put their political and cultural construction in the first place.According to the latest statistics from the organization department of the CPC central committee,the total number of CPC members was 90.594,000 by the end of 2018.The number of primary party organizations increased from 195,000 in 1949 to 4.61 million in 2018,an increase of nearly 23 times,covering all areas.This shows,the construction of rural primary party organization already obtained many results,accumulated many valuable experience.But that doesn't mean there aren't any problems.The political understanding of grassroots party members needs to be further improved.Because of the impact of the market economy after the reform,the whole pattern of interests and social,political and economic structure of our country has undergone great changes.The impact on rural areas is particularly fierce,a variety of ideas continue to impact,erosion of rural grassroots party members.At the same time,the implementation of political and cultural construction of rural grass-roots party organizations is not in place.The acceleration of urbanization has accelerated the flow of rural population and made it difficult for the management of floating party members,difficult party members and other special party members.The construction of political culture is aging.All these are hindering the implementation of the new era socialist thought with Chinese characteristics in the countryside.According to the spirit of the 19 th CPC national congress,in view of the current situation of rural grass-roots party organizations,we can improve through the following ways: first,emancipate the mind,clear understanding.Strengthen the understanding of the theory of inner-party political and cultural construction and strengthen the political and cultural construction of party members and cadres in rural areas.Second,we should strengthen the implementation of policies on the political and cultural construction of party organizations.We will improve the supervision system,ensure that policies are implemented in place,and strictly select the gateways so as to create a favorable atmosphere and cultivate high-quality resources.Third,special methods should be adopted for special party members.Fourth,we need to innovate the way of building the political culture of primary-level party organizations.Political and cultural construction shall be carried out in a flexible and diverse manner,inheriting valuable experience from traditional culture,strengthening political and cultural construction in light of the characteristics of The Times,and carrying out political and cultural construction in light of the actual characteristics of primary-level party organizations.Through these efforts to achieve the purpose of constantly strengthening the rural political and cultural construction,so that we can continue to consolidate the voice of grassroots party organizations in rural political life.Only in this way can the great goal of socialist modernization and the great historical mission of the Chinese nation's rejuvenation be realized.
