The emergence of network platform brings three major changes of freedom of speech.First of all,the main battlefield of freedom of speech has shifted from traditional media to online platforms.Secondly,the algorithm becomes the new censorship and agenda setting tools.Finally,the addition of enterprises and technologies has led to the change of power allocation in the network society from "government-individual" to "government-enterprise-individual".All these problems have brought new difficulties to the protection of freedom of speech.The traditional mode of speech protection has been unable to cope with the new challenges brought by the era of network platform.Therefore,this paper aims to explore a new way to protect the freedom of speech in the network society by analyzing relevant experience outside the country based on the above changes.That is,the protection of freedom of speech can be realized through the government's supervision of the "power" of the platform.In the first and second chapters,this paper first summarizes the current research situation and the possible blank space and analyzes in detail the three major changes of freedom of speech in the era of network platform.The following chapters will discuss the specific problems and possible solutions brought about by the three changes.The third chapter discusses the lack of procedural guarantee in the process of speech management on the network platform.First of all,based on the logic of platform governing before,during and after,this part puts forward three problems: unfair user agreement and community rule making,unclear internal review standards and absence of relief mechanism.Combined with relevant experience outside the region,this part also puts three ways of program improvement path such as ensuring that users effectively participate in the formulation of platform governance rules,requiring for clear and open platform internal review standards and improving the joint relief mechanism between platforms and public power.The fourth chapter discusses the problems caused by the network platform using algorithms to manage speech propagation.The algorithm affects the speech environment of the platform in the process of information editing,distribution and receiving via "algorithm black box","information cocoon room" and so on.Under the influence of the algorithm on the propagation mode,there is a lack of legal benefit guarantee for users.Based on these questions,this part proposes three ways to solve these questions such as improving the transparency of algorithms,constructing a third-party algorithm supervision system,and requiring algorithm design to provide users with information selecting functions.Chapter five discusses the deviation and possible problems in the governance mode of network platform.This part argues that the platform governance model under the ternary structure needs to be reconstructed and the traditional governance models of "bureaucracy" and "behaviorism" are no longer applicable to the era of platform governance.To be specific,it is to build a multi-center governance model,and it is discussed from three aspects: government,enterprise and individual.First,the government needs to change its role in the governance of speech.Second,platform needs to assume certain social responsibility based on its administrative power sharing attribute.Finally,for ordinary users,in order to prevent possible joint infringement by the government and enterprises,users also need to obtain a certain right of discourse.
