Research On Regulation Of Internet Platform Algorithmic Information

Internet platform algorithm information regulation refers to all the regulatory tools that use information to regulate in order to achieve governance of Internet platform algorithm.Information regulation has the relative advantages of low cost of information acquisition,diversified sources of information,small barriers to the initiation of the regulation process and few countermeasure behaviors of the regulated,and is a proven regulatory tool in the cooperative regulation of platform algorithm regulators and thirdparty institutions,as well as the incentive cooperation of platform algorithm regulators to platform participating subjects.At present,China’s regulation of Internet platforms has gradually penetrated into the regulation of algorithms within Internet platforms,and regulations and policies involving platform anti-monopoly,platform employment,algorithm governance and data security have been introduced at the legislative level.Marked by the Regulations on the Administration of Algorithm Recommendation for Internet Information Services,China has pioneered the construction of a series of systems for regulating algorithms on Internet platforms.However,the large number of platforms and algorithms makes the problem of insufficient power of regulatory authorities and high cost of regulation increasingly prominent;and the platform algorithm black box leads to the difficulty of algorithm risk discovery and accountability for algorithm infringement.In this regard,it is necessary to grasp the characteristics and operation rules of the platform algorithm,based on the high correlation between the generation and evolution mechanism of the Internet platform algorithm risk and the existence of information activities,and regulate the Internet platform algorithm by improving the information regulation which is based on the regulation mode around information flow.At the same time,as a "flexible" feature of information regulation,the specific regulatory tools contained in it are mostly incentive and voluntary,so there is the worry that the lack of coercion makes it difficult to produce regulatory effects.The administrative regulation tools have the advantages of compulsory and authoritative,but have the disadvantages of inflexibility and high cost.Therefore,the two regulatory tools can form a cooperative model with complementary advantages.This paper attempts to establish an analytical framework to address the selection of information regulation tools and the combination with traditional regulation tools in the practice of Internet platform regulation,in order to give full play to the advantages of the two regulatory tools and provide some reference for the Internet platform regulation.
