A Study Of Governance Topic Structure Change Of Jiangmen City Under Big Documental Database

The economic power of Jiangmen city once ranked the 2nd place in Guangdong province in the 1980 s.But in recent 30 years,the ranking has been declined to the 9th place in year 2017 among all 21 prefectural-level cities,as the jiangmen city conomic development has confronted with the bottleneck while with slow governmental function transition.The development path of Jiangmen City can be said to have the general character as other cities,which is not only reflecting the change of governance topic structure of Jiangmen city,but also demonstrating the generalities and specialities in the course of local governmental development within Guangdong province.Distinguishing from the traditional closed-distance reading,this paper adopts the new way of long-distance reading,generally finding out the change of the governance topic structure(from year 2001 to 2017)of Jiangmen city,which is from the perspective of big documental database(7,485 copies of massive policy texts with a total word number of more than 8.4 million words)with LDA topic model method.The topic model result can help to analyse the sequency and strength of governmental policy topic structure,to verify the characteristics of governmental policy supply of Jiangmen city.At the same time,the paper also works out 166 governmental main topics and the government functional tendency of Guangdong province by text analysis method with the text database of 185,000 words of Guangdong governmental work report from year 2001 to 2017,which are used to compare and analyze the compatibility and time-sequence between government work report topics of Guangdong province and governmental policy text topics of Jiangmen city,then work out the function matching degree of Guangdong provincial government and Jiangmen city.Finally,with the conclusions for both topic structure analysis and function matching analysis,the paper finds out the existing problems about the governance of Jiangmen city,brings up useful suggestions,and explores the effective governmentalway for local governments from the case of Jiangmen city.
