The Research On Legal System Of Library In New York

The Library Law is a legal norm that regulates the social relationship between libraries and libraries,between libraries and other organizations and users.This article is based on the New York State Library Law as a case study to understand the history of the New York State Library,the historical evolution of the New York State Library legal system,and to study the main contents and characteristics of the current New York State Library legal system,in order to provides a reference to the library legal system in China.The library legal system in New York is mainly composed of the state constitution,state statutes,state administrative regulations,local charters,local administrative regulations,and library special laws related to libraries.It can be divided into two levels: state and local library legal system.The New York State library law is distributed among several laws,and the basic law is the “Education Law· Library”.The New York State Library Regulations add and refine the contents of the “Education Law· Library”.The library laws and regulations of local county and city are scattered among local municipal charters and administrative regulations.The main contents of the New York State Library legal system include the basic management system of the state library,public libraries and the school library,the library system,the trustees system,the financial support system,the vocational qualification certification system,and the library standard system.The legal system of the state-level library in New York has the characteristics of standardizing the legal concept of the library,covering various types of libraries,attaching importance to the concept of library cooperation,perfecting the governing system,and diversified financial support system.The New York State local library legal system is characterized by large differences in the legislation of the county libraries,and less library-related content.
