Research On Russia Library Policies, Laws And Regulations

In 1990s, With the reforming of Russia social system and informationization development of the world library,the Russian library have had the fundamental changes, which have experienced crisis, recovery, renaissance stages and so on. When the development pattern of Soviet library was get rid, Russia begins to establish suitable library pattern, and realizes the transformation of the library career from the tradition to the modernization through the use of modern information technology and the network. The reason for all the changes is that the Russia library policy, the library laws and regulations give the guidance, and make safeguard. The Russia library policy laws and regulations have the function of guidance, controllability, coordination and administration to the Russian library development, which is formidable impelling force to the Russian library. Therefore, we may get a perspective view of Russian library development, through survey the policies,laws and regulations of Russian library.the research of Russia library policy laws and regulations may understand and know the complete picture of Russian Library development.The key point of this dissertation is, after disintegration of Soviet Union, in the politics economic reform of the Russian country, the radical transformation of macroscopic regulatory policy of Russian library, the pattern formation of management and the development of Russian new library career, as well as library policies, the library laws and regulations have the significance to our national library career.The breakthroughs of this study are as follows:firstly, in foundation of summarizing the characteristics of Soviet Union library policy laws and regulations, the dissertation appraises the success or failure of the Soviet Union library policy laws and regulations, studies the achievement and the insufficiency of Soviet Library career, forecasts the future of the library development through the historical review and the comment; secondly, inquires about the system factor and the library factor of the Russian macroscopic library management policies from "the centralization" to "the decentralization", and locates the library management pattern of Russia "the national-society"; thirdly, the China and Russia library development has the commeasurability, through the research of the Russia library policy laws and regulations formulation, so we can induce several enlightenments to Our country library legislation in order to solve difficult problems which exists in Our country library legislation.The full text has been divided into nine parts. Apart from introduction and conclusion, the main body is divided into seven chapters. Its logical structure is as follows:starting from library policies,laws and regulations in Soviet time, in basis of analyzing and appraising the characteristics of library policies,laws and regulations, promulgates transformation of Russian library macroscopic regulatory policies after Soviet Union's disintegrating, analyzes the advantages and the disadvantages of library decentralization regulatory policy, explores the establishment of "the national-society" management pattern, researches the Russia library policies, the Russian library legislative work, the library occupation activity after social reform and career change. Finally, the dissertation contrasts the China and Russia library, and obtains some enlightenments from the Russia library policies,laws and regulations which is helpful to our Library career.
