The report of the Nineteenth National Congress of the Communist Party of China pointed out that the people's livelihood should be guaranteed and improved effectively,and that the most direct and realistic interests of the people should be seized.Based on this,this paper is devoted to the study of the social welfare policy of the Central Soviet Area,and strives to study the social welfare policy of the Central Soviet Area in order to obtain relevant experience and Enlightenment to serve the reality and future.The main body of this paper is divided into three chapters.The first chapter examines the origin of the social welfare policy in the Central Soviet Area: the influence of the Soviet Union's social welfare policy,the influence of the national government's social welfare policy,and the practice of social welfare in the revolutionary base areas,especially in the Jinggangshan revolutionary base areas and the revolutionary base areas in Southwest Jiangxi and West Fujian.Chapter II examines the main contents of the social welfare policy of the Central Soviet Area,including the wages and benefits of workers,the preferences of the Red Army and its family members,the distribution of land and housing,the cultural and educational problems of the people in the Soviet Area,and public health and epidemic prevention.In addition,it also gives a general introduction to the main functional departments of the Central Soviet Area in implementing social welfare policies,and makes a comprehensive analysis of the sources of funds for social welfare policies through such channels as fund-raising,taxation and fiscal revenue.Chapter three makes a concrete,historical and realistic evaluation of the social welfare policy of the Central Soviet Area on the basis of the full text.
