Research On The Central Bureau Of The Soviet Area Of The Communist Party Of China(1931-1934)

The Soviet Regional Central Bureau of the Communist Party of China(hereinafter referred to as the Central Bureau)is the highest leading body of the National Soviet Regional Party.It was established on January 15,1931,and is the dispatched agency of the Central Committee and the leading body of the Party at the highest level in the Central Soviet Area.During the period of revolutionary war,the connection between the Soviet areas and the Central Soviet Area was inconvenient,and the final jurisdiction of the Soviet Area was changed from managing the Party departments at all levels in the Soviet Area to providing specific guidance,including the Jiangxi Provincial Committee,the Fujian,Guangdong and Jiangxi Provincial Committee,the Southeast Hunan Provincial Committee,the Hunan,Guangdong and Jiangxi Provincial Committee and the Northeast Jiangxi Provincial Committee.Based on the historical database of the central revolutionary base area-the Party system compiled by the Party History Research Office of the Jiangxi Provincial Party Committee of the CPC,this paper studies and discusses the internal composition,terms of reference and important activities of the Central Bureau of the CPC Soviet Area.Firstly,the internal composition of the Central Bureau of the CPC Soviet Area,including its leading members,internal organs and subsidiary organs,is explained.Then,through the study of the three pairs of relations between the Central Bureau of the CPC Soviet Area and the Central Bureau of the Soviet Area,the Central Bureau of the CPC Soviet Area and the Soviet regime,the Provincial commissions and branches under its jurisdiction,the terms of reference of the Central Bureau of the CPC Soviet Area are emphatically analyzed.On the one hand,the Central Bureau of the CPC Soviet Area is the representative organ of the CPC Central Committee in the Central Soviet Area,which is instructed by the CPC Central Committee.On the other hand,according to the actual situation of the Central Soviet Area,the Central Bureau of the Soviet Area realistically plays its leading role.Secondly,the activities carried out by the Central Bureau of the CPC Soviet Area during the period of anti-encirclement and suppression through leading the Soviet government,mass organizations and the Military Commission of the Chinese Revolution are elaborated.The Central Bureau of the CPC Soviet Area leads the government,the army and the people,and mass organizations in the Central Soviet Area in carrying out land campaigns,anti-counter campaigns,mass movements and many anti-encirclement and suppression wars.According to the actual situation of the Central Soviet Area,the Central Bureau of the CPC Soviet Area realistically plays its leading role and puts forward many correct guiding theories and timely operational strategies.It provided a solid foundation for the temporary central government to shift its focus of work to the central Soviet area and made outstanding contributions to consolidating the Red Regime and developing the Soviet Regime.
