Study On Governance Dilemma And Dispelling Strategy Of Urban Nimby Conflicts In China

As China's urbanization process has accelerated,the public has increasingly demanded urban infrastructure.The government has begun to build large-scale public NIMBY facilities,such as waste incineration plants,power plants,chemical factory.These facilities provide people with a lot of negative benefits while improving their living standards and quality.These negative externalities are obviously unfair by the residents around NIMBY facilities.With the increasing public awareness of environmental protection and rights,the uneven distribution of costs and benefits brought about by the negative externalities of NIMBY facilities itself has led to NIMBY conflicts,and such conflicts have become frequent the inevitable social problems of the government in governing social issues.Because of the social influence,wide coverage and lasting time of NIMBY conflicts,it has received attention and research from all walks of life.Therefore,it is of great practical significance to explore the strategy of multi-governance and elimination of conflicts in China's cities to NIMBY conflicts.This paper first sorts out the basic concepts related to NIMBY conflicts and NIMBY facilities.Based on the theory of social conflict,polycentric governance and stakeholder theory,this paper analyzes the feasibility and necessity of the multi-governance of NIMBY conflicts.Secondly,through summarizing the typical urban NIMBY conflicts that have occurred in China in the past ten years,the characteristics of the existence of urban NIMBY in China are summarized.At the same time,according to the analysis of typical NIMBY conflicts cases,this paper summarizes the performance of China's urban NIMBY conflicts governance,including the improper handling of stakeholders,the low degree of government information disclosure of the NIMBY project,the escalation of contradictions caused by public irrational resistance,the intensification of contradictions in enterprise black-box operations,and the lack of positive guidance of public opinion media,but also deeply explore the reasons for the formation of governance dilemmas.Finally,through analysis and comparison of the successful experiences of NIMBY governance in developed Countries in the United States,Japan,Germany,Singapore,it provides reference and implement for the construction of C hina's urban NIMBY conflicts governance model.This paper uses literature analysis and case analysis methods to analyze the dilemma faced by China's urban NIMBY conflicts by analyzing domestic and foreign literatures and combining typical cases of China's NIMBY conflicts events.It is proposed to establish a governance model with government-led,multiple subjects such as citizens,enterprises,experts,and media to participate in consultation.
