The Goverment’s Research About Governance Dilemma And Countermeasures To Avoid The NIMBY Conflict

In the modern society, with the continuous development of urbanization and the progress of science and technology, the requirement of quality of life is more and more high to people, so, all kinds of hydro-power plant, waste plant, radio station and other public facilities are being built. Such facilities can bring convenience to the local residents’ economic life, at the same time, they also can produce certain negative benefit,these facilities are called “NIMBY Facilities”. The occurrence of NIMBY conflict may lead to damage people’s property and life safety, which can seriously affect the sustainable development of society. However, the negative externalities of the NIMBY facilities have negative impacts to the local residents, which is greater than their tolerance, and when the cost they bear is far greater than their revenue, mass struggle will break out, namely “NIMBY Conflict”. From the NIMBY conflict events in recent years, the occurrence of the phenomenon has the tendency of growth, and presents a certain characteristics. The study of the phenomenon can help the government analyze the reasons of the conflicts, and find solutions from the perspective of the government’s policy.The paper summarize the research results to the NIMBY, and then distinguish the NIMBY Facilities, NIMBY, concepts and characteristics of NIMBY conflicts in the perspective of government management, finally sum up the several causes of NIMBY conflicts, which divide into direct reason、objective reason and psychological reason.Direct reason is the deficiency of the residents demand damage their legitimate and interests; objective reason is the negative of these facilities lead to people’s dissatisfaction; the psychological reason is the government’s a series of compulsory measures lead to people lose faith in them, which induce greater dissatisfaction. And then, through comparing cases at home and abroad, draw experiences and governance resource. Based on this, the paper also analyze the government’s policy failure response to the NIMBY conflicts, and through the perspective of improving the value orientation of public policy、completing the risk management of NIMBY conflicts、enhancing the benefit compensation mechanism and expanding citizen participation, pup forward to the government’s governance countermeasures.The government through effective intervention in solving conflict events, it canstrengthen scientific and execution in policy making, which is contribute to the stable and harmonious development of society.
