Research On The Functions Of The Federation Of Industry And Commerce In Serving Non-public Economic Organizations

With the gradual improvement of the socialist market economy and the continually acceleration of the economic globalization advancement,the economic and social structure of China changed dramatically.In this transitional period,non-public economy develops and grows rapidly.As the bridge between government and non-public economy sectors and the assistant of government to manage and serve non-public economy sectors,the Federation of Industry and Commerce is undergoing profound changes in duty and mission.The FIC played a positive role in the performance of its duties.It is now facing new challenge due to historic,political and economic structure characteristics.To further exercise the FIC's function to build good relationship between government and market is an inevitable requirement for socialist market economy.This paper takes the third sector theory and public governance theory as theoretical basis.Taking Zhaoqing Federation of Industry and Commerce as an example,this paper briefly introduces the definition,organization,functions,classification,history of the FIC,and conducts in-depth research on the functions of the FIC by documentation method,case study,questionnaire survey and interview method,to summarize the current status and effectiveness of the functions of the FIC.On this basis,this paper analyzes the existing problems of Zhaoqing Federation of Industry and Commerce and the reasons for restricting its functions.Focusing on the development of the FIC and its role in government policies,this paper tries to explore the main measures to give full play to the functions of the FIC,including: improving cohesiveness and recognition,strengthening ideological and political leadership,defining functional positioning,serving the development of non-public economy,promoting chambers of commerce and industry Association construction,improving membership structure to strengthen self-construction.
