Analysis Of The Diffusion Of Local Government Open Data Policy

Due to the development of global information technology,big data has been changing the governance and the allocation of resources.Since Chinese government,which owns more than 80% of the data in Chinese society,opening government data unrelated to national security,trade secrets and personal privacy will undoubtedly have significant impact to the economic upgrading of society.Recently,open government data policy has gradually been adopted and promoted by Chinese urban government,and spread across the whole country.It is worth exploring the dynamic diffusion mechanism behind it.Based on the summary of the existing literature,this paper classifies the factors affecting the diffusion of open government data policy as two dimensions: internal factors and external factors to explore the dynamic processes of policy adoption and implementation.Through empirical research on 293 urban governments in China and using the research method of event history analysis,it is found that the internal dimension,which contains financial resources and the size of the jurisdiction,can promote the adoption and implementation of open government data policies.To the external side,inter-governmental competition and central government pressure play the important role in diffusion of open government data policy.However,compared open government data policy adoption,government competition will contribute more when considering the implementation of open government data platform.In addition,government learning and media broadcasting will enhance the possibility of local government adopting policies,but the effect on policy implementation is not significant.The implication is that the local government can increase the proportion of financial resources investment in open government data area so that to contribute to the adoption and implementation of open government data policy.Besides,considering the promotion of horizontal pressure brought about by inter-governmental competition,it is suggested that the provincial government develop a corresponding performance appraisal system to promote the adoption and implementation of open government data policies among local governments inside the province.
