In recent years,community foundations have developed rapidly in China.The government regards them as an effective tool to leverage the pluralistic resources of the community,link the public needs inside and outside the community,and cultivate community leadership.Thus,the government-organized community foundations constitute the main part of the number of community foundations.The reality is that most of them have become "zombie" organizations since they were established.However,a few of them have got good results in participating in community governance.Based on a comprehensive review of the current situation of community foundations in Shanghai,and on the basis of embeddedness theory and resource dependence theory,this paper makes a comparative analysis of how government-organized community foundations embedding community through three cases,and combined with resource dependence theory to explain the reasons for path differences.The conclusions are as follows: Firstly,the starting point of embedding into communities is to achieve legitimacy.Secondly,the embedding path is not unique,which is manifested in three ways: embedding political connections,embedding structural networks and embedding pluralistic cooperation,but there is a tendency towards pluralistic integration in the later stage of organization.Thirdly,the path choice is influenced by resource dependence,especially human and economic resources.In view of this,this paper suggests that the government should not establish a community foundations just because of the trend of innovation.When embedded into communities,community foundations should take corresponding action strategies according to the organizational resources and community reality.The most important is community foundations should enhance professional ability and expand multiple resources.
