A Research About Community Foundation Participation In Governance

The development of community foundations has been a century. It’s a public service organization, in the form of welfare, autonomy and mutual assistance. In 2008, Shenzhen Taoyuan group donated 100 million yuan to establish Taoyuan Foundation, which is Chinese first community foundations. Since the success in 2008, "Shenzhen model" has been copied in the country. Fusion effect appeared since then. It provided public services after its establishment, which has gradually become a sharer of government functions and an important platform of community governance. The successes of American community foundations are worthy of reference as an import. Community foundation participated in governance as local novelty, which is worth further exploration.Nanjing Bureau of Civil Affairs issued the Implementation of the Program on the Promotion of Nanjing Community Foundations Development (Trial) in July,2015. Nanjing shall build at least one community foundation per district to establish a community foundation. QX Xingyuan community foundation founded in August,2015. Supports from government provide a good environment for the development of community foundations.Community Foundation is new in China. There’s no mature idea and experience. However, it has mature development experience abroad. The paper attempts to analyze the development model of three QX community foundations based on the successful experience in American. It analyzes the difficulties and solutions of localization. I researched the community foundations to participate in community governance. I tried to propose a solution based on the research. It’s necessary to consider the local factors in developing community foundations, so as to formulate appropriate programs.I take a literature review in the paper, then clarify the current situation of community governance, and summarize the advantages and significance of community foundations participating in community governance. The analysis also included the roles and problems in community foundation participating in governance. I put forward measures to improve community foundations participating in community governance based on the above summary and analysis. The study found that the developments of community foundations in China shall involve the considerations of local factors, then make proper programs. Then, community Foundation can compensate for its flexibility. QX community foundations have the functions of integration of community resources, financing community services, linking governance body, undertaking the role of government functions and so on. It have a positive effect for enhancing the efficiency of community governance.The paper didn’t cite adequate theories. How to identify the view of community foundation participating governance is one of the difficulties in this paper. The community foundations in China didn’t show a mature feather. That’s also a difficulty to select representative community foundations. The article attempts to summarize the existing performance managements, then identify potential problems. The paper tries to put forward the strategies of community foundation participating in community governance based on existing community foundation theory and development experience.
