Research On The Law Of The Basic Level Public Security Organs

Since ancient times,the black and evil forces have been the social cancer that affects the stability of political power,hinders the development of society and threatens the happiness of the people.Therefore,it is an inevitable requirement to consolidate the stability of the regime and maintain the progress and development of the society to control and attack the illegal and criminal forces.Since 2000,China has carried out a series of special struggles against the illegal and criminal activities of the black and evil forces.After 20 years of unremitting efforts,the criminal groups of the black and evil forces have been severely hit,and the public security situation has been correspondingly improved and the social environment has been greatly purified.However,the black and evil forces have not been and will not be completely eradicated.In addition to the traditional forms of illegal and criminal activities,they also show different characteristics from the past,with more diverse forms of crime,more covert criminal organizations and more extensive criminal fields.Judging from the results of previous social governance and the current social situation,it is obviously necessary to carry out the special struggle of "eliminating black and evil".In order to further strengthen the eradication of illegal and evil forces,on January 24,2018,the central committee of the communist party of China(CPC)and the state council jointly issued the notice on launching a special campaign against black and evil(hereinafter referred to as the notice),and decided to launch a three-year campaign against black and evil across the country.The notice not only continued the policy of "fighting the evil forces early and fighting the small ones" adopted in the past,but also scientifically established the governance strategy of "addressing both symptoms and root causes and comprehensive governance".In particular,the eradication of grassroots criminal forces as the focus of the work.The stability of the grassroots is the foundation of social stability in China.The grassroots political power is the smallest unit of social governance and the key to the success or failure of the whole social governance.The special struggle carried out this time is a comprehensive social governance work,requires the joint efforts of multiple departments,the whole community,in order to achieve a good blowand governance effect.In this operation,the grass-roots public security organs are always at the forefront of the fight against black and evil.Therefore,how to position the role in the operation,better play the role of the main force,as well as the problems encountered in the early stage of the special operation,how to solve these problems,we must pay attention to and study the topic.In addition to the introduction,this paper consists of four parts:The first part: the basic public security organs of the fight against black and evil forces of the relevant theories are summarized,the basic solution to the definition of the black and evil forces,the basic public security organs of the fight against the crime of black and evil forces of the scope of responsibility and law enforcement basis.The second part: taking the work of X public security organ in the whole year of 2018 as an example,this part makes an overall analysis of the special action of the grassroots public security organ in the fight against black and evil,analyzes the criminal characteristics presented in the cases of grassroots black and evil forces,as well as some difficulties and problems encountered by the public security organ in handling the cases.The third part: the basic level of public security organs in the handling of the crime of the evil forces of the characteristics of the crime and the public security organs in the handling of the process of the difficulties encountered in the cause of the analysis.The fourth part: to the public security organs of the X having problems in putting the point,extend to the grass-roots public security organs,which existing in the work of putting the common problems and to deal with the cause of the problem,from the grass-roots public security organs of their own security and control,to deal with black evil forces crime,perfect the relevant law enforcement on the basis of the public security organ and the coordination between the various departments and put forward relevant measures and method,hope for the future grass-roots public security organs to prevent and crack down on the crime of the class to provide reference and reference.
