Study On The Way Of The Public Security Organ Of G City Dealing With The Group Events Caused By Anti-waste-incineration Project

In recent year, with the rapid development of china ’ s urbanization process,city scale has extended gradually and people’s living standard improved constantly. Meanwhile, the wastes are also rapidly increasing, and cities are besieged by waste which has become a big problem for the government. waste now are mainly disposed by landfill in China, but with the shortage of land resources, it is difficult to look for more lands for landfill the waste to pile up, especially in the metropolis like G city. So building waste incineration plant has become the necessary way to solve this problem. However, with the public awareness of environmental issues and environmental protection, waste incineration projects are strongly resisted by the local residents. Since 2006, waste incineration projects in Liulitun and Asuwei of Beijing, Tianjing WA of Nanjing, Hongqiao of Shanghai, Panyu and Huaduof Guangzhou, Wujiang of Jiangsu, Yuhang of Zhejiang, Huizhou of Guangdong all caused group events by the surrounding residents, and even caused a clash between the residents and police, those have had a negative impact on the social order and public trust in government.At present, the researches on the group events caused by anti- waste incineration project are mainly based on NIMBY theory, Game theory, Social conflict theory and Risk theory of social conflict, and the studies focus on social conflict and NIMBY conflict in the operation and management produce of the projects. Some scholars also take this kind of group events as an example during the study of environment group events. Though there are still different views of how to present their situation, characteristics and influence, the core ideas are basically remained the same. However, there are still few researches about how the public security organs deal with the group events caused by anti-waste incineration projects. Ideas are also varied in the problems of the measures taking by the public security organ, and which are worth preserved, or used for reference and improvements while handling with this kind of group events.Therefore, this paper is going to study the current situation, characteristics, influence of the group events caused by anti-waste incineration projects in G city. With the analysis of the typical event, it is trying to point out the problems and difficulties of the public security organ of G city while handling with such events, then through the comparative study of how the foreign public security organs dealing with group the event, to put forward specific ideas and constructive countermeasures for the public security organ. The first part of this paper describes the research background, research purpose and significance, research status at home and abroad, the related theories, research ideas and methods. The second part elaborates the current status, the cause, the characteristics, the trend and the influence of the group events caused by waste incineration project. The third part will set forth the statue and the way how the public security organ of G city dealing with this kind of group events with the typical events, and to analysis its problems and difficulties. The fourth part will study how the foreign public security organs dealing with group the event and their experiences that worth learned from. Based on the former study of this paper, the last part will put forward the specific suggestions and how to improve the working mechanism of the public security organ when dealing with the group events caused by anti- incineration projects.
