Research An Xi Jinping's Thought Of "Ensuring The Power Exercised In An Institutional Cage"

The Central Committee of the Communist Party of China?CPC?,relying on correct analysis of the current situation and task,has been consolidating the Party's ruling position and fulling its historical mission through implementation of the strategic decision on enforcing full and strict discipline over the Party since the 18^th National Congress of the CPC,which underlined the distinct characteristics of self-governance and self-supervision of the Central Committee with President Xi Jinping at its core.The general requirements for Party building for the new era include“taking institution building incorporated into every aspect of Party building and stepping up efforts to combat corruption”.“To ensure the power exercised in an institutional cage”,the core thought proposed by President Xi Jinping about institution building,is of great importance to guide the work of building good conduct and political integrity of the Party and fighting corruption.Therefore,this thesis uses four chapters?Chapter II,III,IV and V?to analyze the development of President Xi Jinping's thought of“ensuring the power exercised in an institutional cage”from the perspective of the history of ideology and presented the conclusion,discussed deficiencies of this stud and suggested the future research measures an directions.The first part elaborated the realistic basis and theoretical foundation of this thought.It's formed when corruption within the Party got stern and complicated,and the Party urgently needed theoretical guidance and support to firmly move the work of comprehensively intensifying self-governance forward.It's the guiding thought for the Party to build good conduct and political integrity and fight corruption that President Xi Jinping developed on basis of the power restriction theory under the classical Marxism and the development history of the thought of strict self-governance of the Communist Party of China,referring to the traditional political power restriction theories of China and western countries.The content and basic characteristics of the thought were introduced in the second part.Focusing on the power-institution relation,it covers the four major aspects of thinking,system construction,key areas,and implementation guarantees to finally build a long-effective mechanism that makes leaders of the Party committees and governments afraid,unable and unwilling to corrupt.This thought manifests the basic characteristics of systematic,innovative,practical and popular.The third part is about building and application of the institutional cage.The cage was built integrating top-level design and primary-level participation,overall planning and systematic progress,rational scale and appropriate tension.In practice,it's adopted and promoted in three routes,namely institutional selection,institutional implementation and institutional assessment.In the fourth part,the author discussed value of the thought in the new era and its guiding function.On basis of upholding the unity of CPC leadership,the position of the people as masters of the country and the rule of law,the anti-corruption theoretical system under Socialism with Chinese characteristics has been further enriched.Through implementation of this thought,it can be found that restricting and supervising exercise of power is the core of anti-corruption and institution building is an important safeguard for progress of the work of comprehensively intensifying self-governance of the Party.In general,the thought was developed under a complete theoretical and logic framework.During implementation,an institutional system under Socialism with Chinese characteristics covering all fields and aspects including all rules of the Party and state laws will be finally built.As the thought was original established against corruption within the Party,limited by insufficient literature review and academic capacity,this thesis focused on history of the Communist Party of China and Party building and discussed rules of the Party and can hardly manifest the overall situation of the institutional system of Socialism with Chinese characteristics.In the future,by enriching literature and expanding the range of disciplines,scholars can deepen the study of President Xi Jinping's thoughts of“ensuring the power exercised in an institutional cage”and comprehensively intensifying self-governance of the Party and further Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.
