Research On Network Broadcast Management Under Multi-center Collaborative Governance Model

With the continuous development of the information society,network broadcast has become more and more influential and has become a new living space and a carrier of culture,information and the voice of the party in the context of “Internet +”.Live online content also unceasingly in the deepening,created the “live + culture”,“live + public welfare”,“live + news” and so on the new model,carry forward the socialist core values,an advanced socialist culture,and the social responsibility of the mainstream culture also gradually reflected in the live webcast,this new type of culture forms still exist,but live webcast allude to yellow,violence,stimulation,such as false fraud mess.Faced with the increasingly serious public problems brought by network broadcast,China has promulgated a series of policies and regulations and launched large-scale special rectification activities,so as to guide this new type of cultural industry onto the right track.Although these actions have achieved initial results,the problems existing in China's network broadcast have not been fundamentally solved,and the scientific supervision of network broadcast still faces huge challenges.In this article,through the questionnaire survey analysis the present situation of the live webcast,and analysis its audience,content,system,supervision of the status quo,from the live webcast social responsibility perspective,maintaining social order and analyze the necessity of network management live and through literature analysis,case study method,data analysis,investigation,analysis and other research methods to analyze the live webcast management regulation subject accountability,lack of law,at present the lack of control,lack of self-discipline,and technical problems.Based on the thinking of polycentric governance theory,this paper puts forward we should strengthen government administration,strengthening internal management,play a role of industry self-discipline,improve the management of network broadcast technology such as multiple dimensions to mobilize the power to establish and improve the network broadcast regulatory system design,and implement the live webcast parties subject in orderly organic coordination of regulatory framework,the benign interaction,so as to realize the network broadcast to carry forward the social responsibility of an advanced socialist culture,and social responsibility to promote the development of public welfare undertakings.The innovation of this paper lies in: first,on the basis of theory,introducing the polycentric governance theory study,multiple subject from multiple dimensions to the live webcast collaborative management were discussed,and the innovation research webcast management theoretical foundation can be used for reference,enrich the research results,for the effective management of webcast can design according to the reference system.Secondly,in terms of research methods,empirical research is conducted through questionnaire survey to grasp the latest development situation and legislative trend of network broadcast,obtain first-hand information of the actual situation of network broadcast,and better put forward valuable countermeasures and Suggestions for collaborative governance of network broadcast.
