The Internet is one of the most significant scientific and technological inventions in the20 th century.It has injected new blood into human and national development,and meanwhile brought new problems and challenges to the international governance of the Internet worldwide.For various countries in the world and their leaders,it is a severe test to meet the new historical development opportunities,as well as to deal with the problems and challenges brought by the Internet.Since the convening of the 18 th CPC National Congress,the Party Central Committee led by General Secretary Xi Jinping has profoundly grasped the new features and laws of the information era,paid high attention to the profound impact of cyberspace on the global economic,political,cultural,social and ecological fields,accurately grasped the general trend of the times,and positively responded to practical requirements.From a strategic and long-term perspective,great importance has been attached to the development and governance of the Internet,overall plans and coordination have been made on major issues concerning network security maintenance and informatization in political,economic,cultural,social and military fields,and the country will adhere to the socialist Internet governance path with Chinese characteristics.The one who controlled the Internet will grasp the initiative of the times.With the silent advent of the information era,the construction of great modern socialist country of China should be not only confined to the realistic society,but also expanded to the fictitious cyberspace,so as to build China into a cyberpower.From the height of the development of human history,the development trend of the world Internet and the overall strategic situation of the party and the country,General Secretary Xi clearly pointed out a series of issues regarding the direction,overall situation,fundamentality and strategies of the development of China's Internet and IT,and proposed an important strategy of national cyber development.Since the implementation of the national cyber development strategy,the Party Central Committee has attached great importance to and affirmed the development of China's Internet emerging industries.A series of important measures have been taken and remarkableachievements have been made.The author has consulted and read up the academic achievements related to the Internet and deeply studied a series of important statements made by General Secretary Xi on the national cyber development strategy,thus deepening the understanding of the strategy.As to the formation basis,on the one hand,the inheritance of Marx and Engels' theory of science and technology as well as the CCP's Internet thinking has formed the theoretical basis;on the other hand,in terms of the realistic basis,the arrival of the big data era and the bilateral interaction between informatization and economic globalization make the opportunities and challenges brought by Internet technology increasingly prominent,China becomes more urgent to seek the new advantages of international competitions,the reality has put forward new requirements for the content construction of the Internet in China,and the construction of cyberpower is imperative.From the perspective of the content and governance principles,the national cyber development strategy includes: practicing new concepts,adhering to people-centered,bilateral interaction between network security and informatization,two major strategies,"Internet plus" and the general requirement of creating a cyberspace community of shared future.Meanwhile,the strategy covers five main attack directions,namely,infrastructure construction,core technological innovation,cyberspace governance,talent cultivation and Internet legislation,as well as four principles of international governance.In terms of the significance,General secretary Xi's important statement on the strategy is a correct scientific theory which has been tested by practices,and an innovative development of Marxism's basic principle,it has both theoretical and practical values.General secretary Xi's important statement on the strategy is a programmatic document,which scientifically guides information construction and promotes the healthy development of the Internet.In addition,it is a new achievement made by the Sinicization of Marxism in the cyber world,and a guide to the great rejuvenation of the Chinese nation and the construction of a socialist modern cyberpower.
