Research On The Prevention And Governance Of Cyber Terrorism In China Based On The Holistic View Of National Security

Terrorism has brought serious disasters to national security and people's lives.While enjoying the conveniences Internet has brought to our lives,cyber terrorism,which has evolved from traditional terrorism,has quietly emerged.Cyber terrorism has integrated traditional terrorism into the Internet model,and developed regional terrorist attacks into a new model of comprehensive real-world harm,ideological destruction and cross-regional restrictions,which poses a more serious threat to the international community.In order to prevent cyber-terrorism activities,we need to analyze the cyber-terrorism activities and behavior characteristics,and combine China's actual conditions and requirements to formulate a Chinese plan to prevent cyber-terrorism activities.Therefore,the issue of China's cyber terrorism research based on the holistic view of national security is put forward,that is,how to study the cyber terrorism governance countermeasures based on the actual situation of China and meet the requirements of the overall national security concept,targeting the characteristics of cyber terrorism,in the context of the new era and new requirements.The purpose of this paper is to provide countermeasures for the prevention of cyber terrorism in China at this stage,and to provide reference for the prevention of cyber terrorism,through the analysis and understanding of some concepts such as terrorism,cyber terrorism,and holistic view of national security,as well as the analysis of the characteristics and manifestations of cyber terrorism behavior,the current situation of governance cyber terrorism in China and the shortcomings and defects in the governance process Defects,thereby discovering the cause of the problem.The main research methods of this paper are the use of literature analysis,comparative analysis and theoretical analysis methods.By the use of these methods,we study the problems existing in the governance of cyber terrorism in China at present,and propose corresponding countermeasures.There are six parts in this paper.The introduction part briefly states the background and the meaning of the topic,the purpose and significance of this research,the research summary and development trend at home and abroad,research content and research methods.The first chapter analyzes the characteristics of cyber terrorism on the basis of the holistic view of national security,the concept of terrorism and cyber terrorism,and introduces the theoretical basis of the paper.The second chapter analyzes the current cyber terrorism activities in detail.The third chapter introduces the status quo of China's governance of cyber terrorism from four aspects: public participation,comprehensive governance,cyber counter-terrorism exercises,current laws and regulations,and analyses the problems existing in China's governance of cyber terrorism.The fourth chapter puts forward the reasons for the problems of cyber terrorism in China from four aspects: propaganda education and public opinion guidance,obstacles and dilemmas of international cooperation,imperfection of current laws and regulations,lack of technical ability and professional talents.The fifth chapter offers a concrete constructive opinion on the governance of cyber terrorism in light of the actual situation at the present stage in China.It mainly includes strengthening anti-terrorism propaganda to build a social defense line,close international cooperation to construct a cyberspace community of human destiny,improving the national legal system,strengthening network information security technology and professional personnel training.It is hoped that scholars will pay attention to this aspect and targeted research.I also hope that the proposed measures mentioned in this paper can provide theoretical basis and reference for the governance of cyber terrorism in China,thus ensuring the correct direction of public policy formulation and accelerating the process of democratization and scientificization of policy making.Through these countermeasures,we can more effectively respond to the current threat of cyber terrorism,improve our ability to curb the threat of cyber terrorism,and gradually promote the construction of a national modernization anti-terrorism system.
