Study On The Dilemma And Improvement Of China’s Implementation Of Basel Convention

The rapid development of industrialization and urbanization has not only brought great economic wealth to all countries but also massive amounts of hazardous.Because of the corrosive,inflammable,explosive and other characteristics of hazardous wastes,they caused serious damage to the ecological environment and the health of citizens.As the only global convention specially dealing with transboundary movement and disposal of hazardous wastes,it has made outstanding contributions in this field.Many countries are aware of the seriousness of this issue.To restrain the generation and transfer of hazardous wastes,they try their best to made efforts.But pollution incidents have continued to crop up in recent years.The international situation with regard to transboundary movement and their disposal remain grave.As one of the initial parties to the Basel Convention,China has been always actively fulfilling its obligations and has made good achievements in the treatment of hazardous wastes.However,there are many problems in the processing of applying the Basel Convention.With the enrichment of the content of the convention,the legislative status quo of our country has been unable to be consistent with the convention.The management concept focuses on end governance and the importance of source control is ignored.Finally,facing with the emergence of new international environmental problems,China lacks feasible solutions.Aiming at the above problems,we can try to solve them from the following aspects.Firstly,improving the relevant concepts such as the definition of hazardous wastes through the enrichment of domestic legislation.Secondly,we need to change the concept of hazardous wastes management.Focusing on source management and reduce the amount of hazardous waste as far as possible.Thirdly,China should pay attention to the new trend of international waste treatment and improve the emergency plan for environmental pollution accidents.Finally,it is necessary to take advantage of the new era and strengthen international cooperation,especially with developing countries.Otherwise,the amendment on plastic wastes,which will take effect in 2021,will have a profound impact on the world’s pattern of hazardous wastes management.How to manage the import and export of plastic wastes under the framework of the Basel Convention and its amendment will become difficult problem for all countries.China should prepare legislative work in advance,accurately understand the relationship between the amendment and the Basel Convention,try to cooperate with developing countries in the regionalization of plastic wastes prevention and control and formulate technical documents related to plastic wastes.
