Research On The Socialized Management Of Agency Logistics

Organ logistics is an important component of government administration and plays an important role in safeguarding government work.In the process of socialization of agency logistics services,due to the influence of factors such as the logistics management personnel's ideology and the local market environment,some problems affecting service quality will inevitably occur,and local governments need to continue to do a good job in logistics service management improve.The socialization of China's agency logistics services began in the 1980 s,and it gradually developed under the conditions of the development of a market economy under the influence of Western new public management theories.In the process of continuous exploration and development of the socialization of agency logistics services,some structural problems have also emerged,and local governments also need to continue to promote social reforms in depth.This article focuses on the agency logistics service of the Y city,analyzes the problems faced by the socialization of the agency logistics service of the Y city,and discusses the shortcomings of the current reform of the socialization of the agency logistics service,hopes to bring new ideas to the local government to further promote the reform of the socialization of the agency logistics service.This article starts from five aspects and discusses the socialization of the agency logistics service.The first part is an introduction,which mainly introduces the research background purpose and significance,domestic and foreign research overview,research ideas and research methods,analyzes the connotation of agency logistics service and its socialization,and expounds the new public management theory and public governance theory.The second part introduces the status quo and effectiveness of the agency logistics service socialization of Y city.The third part focuses on the problems and causes of the logistics service socialization process in Y City,the existing problems mainly have four aspects: one is the difficulty of logistics services coordination caused by the contradictions between the goals of the public and private sectors;the second is the logistics service vacuum belt problem,caused by the contradiction between the clear responsibility boundary and the actual conditions;the third is the logistics service dependence due to the conflict between the government function and the market function;the fourth is the inappropriate performance evaluation caused by the inconsistency between the public interest and the customer orientation problem.The fourth part introduces the policy network governance system and proposes corresponding countermeasures for reforming the socialization of the agency logistics service of Y city: First,establishes a networked logistics system to eliminate coordination difficulties;Second,strengthens cooperation and learning to break the vacuum problem;the third is to master the dominant position of governance to prevent being restricted by service dependence;the fourth is to introduce a multiple system and reform the performance evaluation system.The fifth part is summary and prospect.This article focuses on applying the policy network governance system to explore and revise the theoretical flaws in the past social logistics reform of the agency logistics services,and to indicate the direction for the organization's logistics services to embark on the modernization of national governance system and governance capacity.
