Since the reform and opening up,China's economy and society have developed rapidly.People's living standards have achieved a historic leap from inadequate food and clothing to a well-off society in general.The total economic output has ranked second in the world.Reform and opening up is a powerful driving force for China's development,but at the same time,it also encounters bottlenecks and growing troubles brought by development.Under the new historical conditions,facing the complicated contradictions,unprecedented challenges and risks,the Third Plenary Session of the Eighteenth Central Committee of the CPC made a strategic plan for deepening the reform in an all-round way,and described a new blueprint,vision and goal for deepening the reform in an all-round way.Whether we can achieve the goal of reform efficiently and smoothly and accomplish the task of reform depends on the determination and ability of leading cadres at all levels to push forward the reform.In the face of change,leading cadres must break the rules and take the initiative to make mistakes.Active change behavior itself is uncertain,and errors will inevitably occur.If the organization lacks an open and strong error management atmosphere,it will inevitably bring some negative impact on the leading cadres' initiative change behavior,and then avoid the initiative change.On the contrary,the positive error management atmosphere of the organization will bring security psychological perception to the initiative change of the leading cadres,dare to try and make mistakes,dare to start an undertaking,and stimulate more initiative change behavior.In this study,the grass-roots leading cadres in P district of Shanghai are taken as the research object.From the perspective of grass-roots leading cadres' initiative to change behavior,combined with the development situation of reform,and from the perspective of human resources management,organizational behavior and psychology in public sector,the current situation of qualitative research is broken through and the error management atmosphere is studied.The influence of surroundings on leading cadres' initiative to change behavior is introduced,including the mediating effect of superior tolerance behavior,fear of failure,and the moderating effect of superior innovation expectation and risk aversion.On the basis of reviewing and combing the existing literature,this paper analyses the research results of domestic and foreign scholars on the variables of error management climate,superior inclusive behavior,fear of failure and initiative change behavior,and elaborates on error management climate,superior inclusive behavior,superior innovation expectation,risk aversion,fear of failure and initiative change behavior.This paper puts forward the theoretical model and research hypothesis.The questionnaire was formed by citing the mature scale of related variables at home and abroad.The reliability and validity of the scale were analyzed by SPSS23.0 software.Descriptive statistical analysis,correlation analysis and regression analysis were carried out on the data.Finally,the research hypothesis was verified.Through empirical research and analysis,the following results are obtained: the variables in this research have a significant correlation;the relationship between error management climate and active change behavior is affected by the mediating role of superior inclusive behavior and fear of failure;the relationship between superior inclusive behavior and active change behavior is affected by the moderating role of superior innovation expectation;and the relationship between superior inclusive behavior and active change behavior is affected by the moderating role of superior innovation expectation.The relationship between management climate and fear of failure is affected by the moderating effect of risk aversion.In addition,according to the research results,this study puts forward some suggestions,such as creating a working environment conducive to the entrepreneurship of officers,building a concerted relationship between superiors and subordinates,and improving the ability of leading cadres to cope with complex situations.At the same time,the conclusions,shortcomings and future prospects of this study are summarized and summarized.
