Research On The Error Tolerance And Crorrection Mechanism Of Leading Cadres In The New Era

After 40 years of rapid development,contemporary China has entered a "new era" of the new economic normal,the new political structure,and the new expectations of life.In the new era,when the reforms are not completed at the time of the implementation,whether the mistakes made in the cadre reform and innovation work can be correctly handled is a major issue concerning whether the reform can continue.Leading cadres are the backbone of the party and the state,and their actions are deeply affected by constraints such as accountability and punishment.In recent years,the distortions of cadres’ behaviors around the issue of restraint have been commonplace,such as "doing no official duties","universal politics,laziness,politics" and "accountability chaos" and "negative avoidance".To this end,the 2016 "Government Work Report" first proposed a sound fault-tolerant error correction mechanism to support reform and innovators;the Sixth Plenary Session of the 18 th CPC Central Committee further proposed to establish a fault-tolerant and error-correcting mechanism,and tolerant cadres in their work,especially reforms.The mistakes in innovation were written into the newly revised "Several Guidelines on Political Life in the Party under the New Situation".In May 2018,the "Opinions on Further Encouraging the New Era of the Cadres".Based on this,this paper focuses on the problem of fault tolerance and correction of leading cadres in the new era,and hopes to provide theoretical support and policy guidance for establishing and improving the fault-tolerant error correction mechanism.This paper takes the texts of the fault-tolerant and error-correcting system issued by the current levels of government as the research object,and through the historical research,literature research,policy literature measurement and other methods,the theoretical basis,development history,reality,existing problems,development and improvement of the fault-tolerant error correction mechanism.A systematic study was conducted.Firstly,it analyzes the theoretical logic and realistic logic proposed by the fault-tolerant error correction mechanism,and reviews the development process of fault-tolerant error correction.Secondly,using NLPIR and NVivo11 software,it conducts bibliometric analysis of 78 policy texts issued in 2016-2018.Through keyword screening and text coding,four dimensions of error handling,error assessment,error handling and supporting mechanism are established to present the current status of fault-tolerant error correction mechanism.Again,from the static content level and the dynamic process level,it is analyzed.The specific problems existing in the current fault-tolerant error correction mechanism;Finally,based on the perspective of responsibility-based perspective,the framework of fault-tolerant and error-correction is established.On this basis,the fault-tolerant mechanism model is constructed from the three aspects of identification,evaluation and processing.The three links in the middle and the post are built to correct the error mechanism model,and put forward specific improvement measures.To explore the problem of fault tolerance and correction of leading cadres in the new era,to reasonably distinguish fault tolerance and error correction and to establish corresponding analysis models,which is conducive to the goal directionality,policy implementation and mechanism operability of leading cadres’ fault tolerance and error correction.
