In recent years,the government and the society have attached great importance to the protection of children's rights and interests,and in particular,the attention paid to children who are under guardianship has gradually increased.In 2016,the State Council issued the "Opinions of the State Council on Strengthening the Care and Protection of Left-behind Children in Rural Areas" and the "Opinions of the State Council on Strengthening the Work of Protecting Children in Difficulties" and so on,and constantly improved the assistance system for guardianship of missing children.However,in reality,for a variety of reasons,a considerable number of children with guardianship are difficult to include in the scope of policy protection.Children who are under guardianship are vulnerable to unlawful infringement because their guardians are unable to perform their duties.In all matters involving children,the position of maximizing the interests of children should be adhered to.The social work institutions in various places have become the backbone of the problem of eliminating child care power.In response to this phenomenon,the thesis combines the current practice,relying on the internship institution,and the children of the low-income single-parent families who are missing the guardianship as the research object,adopting the case management method,combining with literature research,participation observation,interviews,etc.The problem is professional intervention,and the problems and countermeasures arising from the social work intervention process are discussed.The paper finds that there are three difficulties in the supervision of children with low-income single-parent families: first,there is no “powerful guardianship”;second,there is no “energy” guardianship;third,it faces the dilemma of lack of institutional assistance and non-institutional assistance.By sorting out the monitoring needs of the family children,and proposing the case management objectives of optimizing the family monitoring environment and constructing the social support system,a three-stage case management service plan was proposed and implemented,and the family,school and village departments were finally constructed.A collaborative support network to resolve the custody of the family.At the end of the thesis,through the reflection of the intervention of this case,some suggestions from the social workers,schools,communities and the government to resolve the dilemma of such family children's custody were put forward.
