The official communique of the plenum of the communist party of China in 2015 formally proposed the "universal two-child policy",namely "the full implementation of a couple can have two children is normal",which is an important strategic decision based on the current situation of China.The one child policy is put forward,can fully meet the desire of the individual family again,to a certain extent,slow down aging population brings the social pressure,solve the problem of insufficient contemporary labor,reduce the harvesting of demographic dividend period,at the same time also can ease the social and economic development and population of conflict and contradiction between resources and environment,realize the sustainable development of social economy as a whole.However,in the implementation of the "universal two-child" policy,it has also caused many practical problems.The re-birth of women has a great impact on the quality of women's employment.In the context of the "universal two-child policy",China's female employment model may be completely broken,thus creating a new female employment model,and the society pays more attention to the relevant research on the quality of female employment.Therefore,under the background of "universal two-child policy",it is of great theoretical and practical significance to study the influencing factors of women's employment quality and establish a comprehensive evaluation system of women's employment quality to improve the employment quality of women of childbearing age.This paper USES literature research,questionnaire survey and qualitative and quantitative analysis to explore the factors that influence the employment of professional women under the two-child policy,mainly focusing on labor relations,environment,work characteristics,value and social problems.On the data,through the questionnaire survey form,formation of female employment evaluation indexes,through the entropy weight method,analytic hierarchy process(ahp),namely the combination of quantitative and qualitative way to effective measurement of index weight,under the condition of the combination of quantitative and qualitative,analysis of contemporary professional women employment constitute factors,and then verify the research results,and then put forward the effective solution.Therefore,the research content of this paper is as follows:The first part is the introduction part,mainly expounds research background,research purpose and significance of this article,related research status at home and abroad for analysis and evaluation,clear in this paper,the research contents and methods,and points out the innovations and shortcomings of this study,at the head of the "comprehensive two children" policy under the background of research in the impacting factors of female employment quality.The second part is the conceptual definition and theoretical basis,which explains the concepts related to fertility policy,employment,female employment and employment quality,and explains the theoretical basis of this study,such as gender theory,human capital theory,labor market segmentation theory,etc.,so as to further strengthen this study.Under the background of the third part is "two children" comprehensive influence factor of female employment quality comprehensive evaluation,first determine the "total two children" policy under the background of female employment factors affecting quality evaluation system of principles and framework of building,building the appraisal model of female employment quality factors,evaluate the quality of employment,the results show that female employment related working characteristic,working environment,labor relations,work value,social environment and so on are different degrees of influence on quality of female employment.Secondly,it analyzes the validity and strength of the influence of women's employment quality under the background of "universal two-child policy",and verifies the robustness of the influence factors of employment quality.The fourth part is the countermeasures to improve the employment quality of women under the background of "universal two-child policy".To be specific,countermeasures to improve employment quality are put forward from three aspects,namely,female employment environment,female employment social environment and female employment legal and policy environment.In terms of the working environment,we should create a supportive and humanized employment environment,guarantee the wage level and grant welfare subsidies according to the requirements,establish flexible working system,and guide women to balance their work and life in a scientific way.In terms of the employment and social environment,we should establish protective employment and labor relations for women,reduce their employment costs,give play to the market's regulatory function,promote women's equal employment rights,develop new forms of business in the social economy and increase women's employment opportunities.In terms of employment law policy environment,legal protection,policy implementation,change ideas multi-pronged,strengthen female employment guidance services,to provide guarantee for informal employment,building support care system framework,strengthen public services,enhance fertility management system,increase of female fertility work life big data detection.The fifth part is the conclusion and prospect,clarifying the research conclusion of this paper,and looking into the insufficient research on the influencing factors of women's employment quality under the background of "universal two-child policy" and the future research.
