Design And Implementation Of CPPCC Information Proposal Management System

With the rapid development of information technology,a powerful CPPCC information management platform will help improve the orderly development of the CPPCC work and improve the efficiency of members' duties.The construction of the CPPCC informatization proposal management platform is inseparable from the support of "Internet +" technology and integrated information platforms.How to break the system resources unshared in the CPPCC proposal system and promote the elimination of "information islands" among CPPCC departments,so as to achieve a unified and integrated platform and higher-level construction of informatization have become the main research content of CPPCC departments at this stage.This dissertation addresses the construction requirements of the CPPCC's information management platform,sorts out the core business requirements,analyzes and stud ies the performance requirements of the CPPCC proposal departments,and focuses on the coordination of information distribution,documents,transactions,and interspersed work among the CPPCC departments.The main work and contributions of this dissertation are as follows:1.System design and implementation based on B / S architectureThis dissertation is oriented to the core business requirements of the CPPCC proposal,and based on the B/S architecture approach,the system is designed for business.The front-end of the system uses the Bootstrap framework,and the back-end uses SpringMVC + Hibernate framework technology.In order to improve development efficiency and facilitate later maintenance,JEECG is used as a development platform,and Oracle database is used to implement data integrity and security management.The system uses Highcharts chart technology to achieve data visualization.Finally,the CPPCC informatization proposal management system was designed and implemented.2.Design of CPPCC informatizationIn order to meet the business requirements of the CPPCC informatization proposal,the entire system is divided into CPPCP proposal management,proposal review management,contractor management,proposal supervision management,proposal statistics and other functional modules by understanding the business needs and work requirements of the various departments of the CPPCC proposal.Build each functional module into a unified information management platform.This dissertation detailed the functional description and use case analysis to describe each functional module of the proposal system.3.Research on proposal duplicate checking based on SVMWith the original proposal information database,a training sample is constructed based on any pair of proposals from different people in the database.If the proposal pair is duplicate,then a category label of "duplicate" will be assigned to the training sample,otherwise the category label of "non duplicate" will be assigned.Based on all proposals in the original proposal information database,key words are extracted and used as atoms to form a vocabulary dictionary.By means of word frequency statistical strategy,word frequency vectors are generated based on all atoms in the dictionary to describe each proposal.Then a variety of similarity measures are introduced to realize the description of training samples based on the similarity of word frequency vectors between proposals.With the above training samples.a binary classification model can be trained based on SVM.Given a pair of proposal document to be examined,a test sample is generated based on the similarity measurement of word frequency vectors,then the trained SVM model will predict whether the given proposal pair of proposals is duplicate.
