Research On The Role Of The Proposal Of The CPPCC In The Government Decision-Making

Proposal as an important means of Chinese people's political consultative conference(CPPCC)to perform its own functions,is our country under the leadership of the communist party and the multi-party cooperation under the background of each participating party member to assist the government to better play its one of the important means of scientific and democratic decision-making,for China's economic construction and social development has played an important role.In the report has explicitly put forward the party's 19 "play to the role of the socialist political consultative system",this is the Chinese communist party's ruling experience was summarized on the basis of,is the political system of our country and the theory of innovation and development.This study theory and based on the theory of deliberative democracy and citizen participation in seven sessions of zhenjiang city people's political consultative conference,for example,analyzes the basic situation and seven sessions of zhenjiang city people's political consultative conference proposal work present situation,and through the interviews found restricting Chinese people's political consultative conference(CPPCC)proposals for government decision-making role to play in the six reasons: including public appeal channels clear enough;Member of the selection and flow mechanism remains to be perfect;Consultative body quality and ability to improve;Proposed to undertake department of importance is not enough;Proposals to deal with in the process of negotiation efforts need to be strengthen;The proposal work strength is relatively weak.Accordingly proposed broadening the channels of political participation,perfecting the CPPCC member selection system;To strengthen the proposal in government decision-making role;Improve the quality of the proposal;Improve the working mechanism of proposal to handle the negotiations;Enhance service level six aspects proposed countermeasures.In order to further play to the CPPCC proposal play a role in government decisions to make some useful research.
