Ｒesearch On Improving The Function Of CPPCC Proposal Work

At present, China is in a critical stage of reform and opening-up, thedevelopment of politics, economy, culture and other aspects have shown a series ofnew phasic characteristics. In order to seize the opportunities better, welcome thechallenges and boost the building of a harmonious society, we must fully arouse theenthusiasm and creativity of the whole nation, converging the wisdom and strength ofthe people from all walks of life. The Chinese People’s Political ConsultativeConference is a political organization and democratic form with Chinesecharacteristics, how to make it continue to firmly and effectively fulfill the basicfunctions of political consultation, democratic oversight, and participation in thedeliberation and administration of state affairs, and play an important role incoordinating relations, pooling strength and making proposals in the overall interestsof the country is an important task to us. The proposal work is the most common andeffective work of CPPCC, which can consolidate power, play the overall advantagesof CPPCC, support the decision in intelligence and public opinion area, be conduciveto the coordination of all parties, and promote social stability, whether the proposalworks do good or not, has become an important symbol to test the effectiveness of thework of the CPPCC. This paper starts from the basic theories of participation in thedeliberation and administration of state affairs, government policymaking, democraticconsultation and so on, analyzes the advantages and constraints of CPPCC’s proposalwork, and combining with the actual proposal work of Hebei CPPCC, analyzes theproblems the proposal work can meet, puts forward the countermeasures andproposal innovation in conformity with the characteristics of Hebei CPPCC work,aiming at further improving the role of the proposal work.The full text is divided into five chapters. The first chapter introduces thebackground and significance of this paper, describes the present research situation ofthe proposal work, explains the research methods and content frame. The secondchapter discusses the recent development status of the CPPCC proposal work,introduces the relevant theories of participation in the deliberation and administrationof state affairs, government policymaking, democratic consultation and so on, andanalyzes the inherent relationship between them and CPPCC and the CPPCC proposal work. The third chapter conducts a thorough research in playing a role of CPPCCproposal work, points out the advantages and value of proposals, analyzes the mainfactors restricting the proposal value realization, including the system unsound,proposal level lower, the committee memers lack of awareness of fulfilling theirobligations, their awareness of service platform imperfect, supervision mode single,etc.. The fourth chapter puts forward various countermeasures and suggestions for thefactors restricting the development of the proposal work, including strengthening thesystem construction, improving the quality of committee members, raising the qualityof the proposal, perfecting the service platform and innovating supervision mode andso on. The fifth chapter taking Hebei CPPCC proposal work as an example,introduceds the basic information of the tenth Hebei CPPCC and specific situation ofhandling the proposals, and on the basis of the proposals No.1in2012, interprets theprocess of handling the key proposals, finally presents the innovation of handling thetenth Hebei CPPCC proposals.
