Analysis Of The Rehabilitation Needs Of Disabled Children And The Optimization Of Policy In Hebei Province

According to the national data on disabled people,by the end of 2018,there were 54101 disabled children aged 0-14 years in Hebei Province,and the number of disabled children was fifth in the country,belonging to the provinces with higher disabled children.Although rehabilitation assistance projects have been carried out in recent years,the number of medical rehabilitation needs of children with disabilities is still increasing year by year.It is of great significance to improve the social security system of Hebei Province to study the rehabilitation needs of disabled children,which is helpful to improve the ability and level of medical rehabilitation service for disabled children in Hebei Province and to achieve accurate rehabilitation.This paper analyzes and combs the research status at home and abroad from the aspects of rehabilitation status of disabled children,influencing factors of rehabilitation needs,rehabilitation policy and so on.Combined with the existing research and the current situation of rehabilitation needs of disabled children in Hebei Province,the conceptual model of influencing factors of rehabilitation needs of disabled children is constructed and the research hypothesis is put forward.Based on the first-level indicators of children with disabilities,such as their own factors,family factors,government factors and social and environmental factors,13 secondary indicators,such as age,type of disability,family income and rehabilitation subsidy,were selected to construct the index system.Children with disabilities aged 0-14 years were selected as the subjects of the survey,but because of the special characteristics of children with disabilities,their guardians answered on their behalf and carried out field research.By chi-square test,binary Logistic empirical analysis of the survey data istic the method of regression test,and verify the research hypothesis.The results of the analysis show that(1)of the children with disabilities surveyed,the number of speech disabilities is the highest;the number of boys is higher than that of girls;and the proportion of children with disabilities in rural areas is higher than that in urban areas.(2)In the family environment of the children with disabilities investigated,the guardian’seducation level is low,most of them are secondary school culture,and the middle and lower income level accounts for the majority of the respondents.(3)In terms of the medical rehabilitation needs of children with disabilities: the individual and family factors of children with disabilities have different needs for rehabilitation services,but in general the greatest demand is functional training,followed by surgical medical treatment and assistive devices.(4)Factors affecting the rehabilitation needs of disabled children: there is a negative correlation between the rehabilitation needs of disabled children and their age and self-care ability in terms of their own factors;there is a positive correlation between the needs of rehabilitation services and the attitude of guardians in terms of family factors;there is a positive correlation between the rehabilitation needs of disabled children and rehabilitation subsidies,rehabilitation institutions and personnel professionalism in terms of government factors;and there is a positive correlation between rehabilitation needs and home rehabilitation frequency,barrier-free rehabilitation construction and rehabilitation station construction in terms of social environmental factors.Accordingly,the paper puts forward the measures to optimize rehabilitation services: to improve the law and system of welfare for children with disabilities;to increase rehabilitation subsidies and expand the scope of assistance;to improve the service capacity of rehabilitation institutions and enhance the training of professionals;to improve the construction of rehabilitation facilities and to build a barrier-free rehabilitation environment;to raise the awareness of rehabilitation for guardians of children with disabilities;and to enhance rehabilitation awareness.
