The Research On The Welfare State Of Urban Disabilities And It's Influencing Factors

The data of the second national sampling survey show that up to April 1,2006. the amount of people with disabilities has reached 82.96 million in whole country, and 6.34% of the total population, of which 60 years of age or older increased by 23.65 millions. As life expectancy increases, the risk of disability is also gradually increase. Disabled groups are disadvantaged in our society among most vulnerable groups. As an important part of China's social welfare, the level of disabilities' welfare continue to increase and whether government or society pays more and more attention to them.Welfare of disabilities including basic demographic situation, family economic welfare state and social life welfare state etc. The basic demographic situation and family economic welfare state constitute the basis of the welfare level, embodies the basic level of welfare state of disabilities directly. Welfare of disabilities in social life, including rehabilitation, health care, employment and social life state etc. reflects the high-level requirements of disabilities Throughout the whole Welfare of Disabilities, the rehabilitation, health care,education. employment, financial security, barrier-free facilities and other benefits specific to disabilities is different from other social groups in general well-being.The paper focus on the welfare state of disabilities and analyze the overall state of well-being of disabilities, one purpose is to enhance the comprehension of social welfare state of the disabled groups, the second is to analyze the impact factors on well-being of disabilities and understand the key factors of changes in welfare state by further exploration. Thirdly, to rethink profoundly on the direction the development of China's welfare policies.Paper reviews the present situation of researches on welfare of disabilities through three areas which is social security, rehabilitation and employment, and then choosing the Baixia District as a research-case by using panel survey separated by three years and discuss the welfare state of disabilities by rehabilitation, barrier-free facilities, employment, participation in social life, health care, discrimination and other aspects of the difficult situation. After analysis of the factors that affect the welfare of the disabilities, which including marriage, education, family responsibilities, employment status, feelings of discrimination and other factors as well as welfare policies and services provision which including welfare agencies level, family-level and community-level. Paper concludes with the analysis of disabled welfare policy and reflection on welfare philosophy, welfare practice models as well as the plight and future development in employment and education.
